Very little is known about the head of Project X aside from a name shrouded in a lot of red-tape. The Wall as they've come to refer to her, is a clandestine woman who has the ear of several powerful senators and is known for getting otherwise thought impossible tasks, done. For the good of national safety and security.

Timeline

Timeline:
1969 - Born Amanda Blake to a poor couple living in the Cabrini-Green project of Chicago. Raised in one of the worst neighbourhoods of the US. She suffered domestic violence, lost a sibling to gang violence and another to drugs.
1987 - Enlisted in the US Army to be able to go to college.
1991 - Graduated Summa Cum Laude in Political science. Already someone that fought tooth and nail for what she thought she deserved she bullied her way through the regulations of the time to attend officer school. Receive special forces training. Marries Joseph Waller.
1993 - Joins Team 7
1994 - Waller is not exposed to mutagens as it has been determined she doesn't posses the meta-gen, as was initially suspected. But she stays in the team, having become an invaluable operative. Waller learns tactics and combat skills from the likes of Slade Wilson and John Lynch, and black ops operations and espionage skills from Miles Craven and Henry Bendix.
1996 - Birth of her eldest daughter, Damita. Four more will follow during the next ten years. Joseph Jr., Coretta, Jessie and Martin.
2001 - Team 7 implodes. But Waller has seen it coming and covered all her bases. She had the facts documented, she had the right people in her pocket, and she blackmailed, backstabbed and negotiated her way into a cushy bureaucratic position in the DEO.
2002 - 2006 - Waller devotes most of her time to her family, a minor player in the DEO operations.
2007 - In a few weeks Joe Jr. is killed in a mugging. Then Damita is kidnapped and murdered by a super-criminal. Joseph and Amanda confront the murderer and kill him, but Joe doesn't survive the fight. Her world shattered, Amanda asks for a reassignment and throws herself into work.
2019 - Amanda rises through the DEO ranks quickly, and is now Operations Director for the South-East. She manages to obtain the support needed to reactivate Task Force X, the Suicide Squad, recruiting super-criminals to use them against the enemies of the US.

Driven:
Duty and hate drive Waller forward nowadays. Duty to her country. Hatred to all super-humans that abuse their powers. Both criminals or vigilantes. She is a firm supporter of superhuman registration. For her the only good super-human is the one that works for the army or the police. All the others need to stay at home, or go to jail.

Guilt Complex:
Once upon a time Waller tried to be just a good wife and mother, and she blame herself for what happened to her oldest children and husband. She had the skills to do much more for her country, and if she had, perhaps they would still be alive.

Iron Will:
Born in the hellhole that was the worst, nastiest Cabrini-Green project of Chicago, Amanda Waller had to go through everything. Broken family? Check. Domestic violence? Check. Rampant racism? Check. Gang violence? Check. Lesser women would have broken. She kept going, harder and stronger with each trial she overcome. After the death of her husband and children, she rebuilt herself again. All iron will and ruthless drive.

Not Entirely Ruthless:
Waller isn't entirely heartless, she can bond with her agents and become a mentor for younger government officers. And she can even come to appreciate her criminal minions to some level. She is not a psychopath and it is hard not to empathize with some of them, as many were victims before being criminals. Sometimes she slips, and does something nice for free. But it is rare. Her self- control is remarkable and usually she manages to maintain a professional distance.

Workaholic:
The Suicide Squad is her pet project. Waller has her hands in many pies, but in Belle Reve, with her little army of monsters, she has a freedom to act she doesn't anywhere else. A workaholic, she has no hobbies, only thing that comes close to amusement is seeing how miscreants make up for their crimes (and get hurt or killed in the process) and doubly so when she has an excuse to blow up the head of some murderous bastard that attempts to escape the deal.

Combat:
There was a time Waller was one of the most dangerous women in the US. She was a crack shot with firearms. She had extensive judo and Krav Maga training, and she was in exceptional physical shape, making her much more dangerous that she seemed to be a barely over five feet tall. Well, she is in her fifties and overweight, and her sight is not as good as it was. But she is still has very good aim, and she practices shooting a couple times a week. And although she can't do fancy acrobatics, she still knows how to punch hard where it hurts. Underestimating her is a bad idea.

Pilot:
She had solid training for military transport planes and helicopters. It is a bit rusty, but Waller still practices flying the Squad's helicopter (an advanced transport/attack aircraft nicknamed 'Sheba').

Politics (Phd):
Waller finally got her doctorate in the early 2000s. And after almost twenty years in the intelligence business, she is an expert in the inner workings of the American government. Waller has dossiers on hundreds of politicians and high-ranked bureaucrats with proof of their misdeeds, and keeps in her mind profiles of almost anyone that is important in the US government, as well as hundreds of super-powered people. Using all this information and her own remarkable investigation skills, she has even figured out the secret identities of a few super-heroes. Information she has not written anywhere.

Psychology&intimidation:
A bit of this she learned in the army, but mostly it is just she is damn good at this. Waller knows how to scare and intimidate and who will fall for her tricks. In fact, she won't recruit agents she thinks she can't keep on line. When she recruits a criminal for the Suicide Squad is because she has him or her under her full control, no matter if it looks she doesn't. She rarely makes mistakes or overreach. (But when she does, it is a massive disaster!).

Strategy and Tactics:
Trained by the best, and backed by a genius intellect, Waller is usually three steps ahead of everyone. Four steps ahead of her criminal minions, which she keeps in very short leash indeed. She is brilliant as a field commander, but where she really shines is in operation planning. Both pure combat as well as infiltration, extraction and general espionage. A control freak, yet quite aware no one can control everything, Waller has plans within plans, backups and countermeasures. Her agents usually get in and out of the missions without much trouble, unless her goal is one or more of them don't get out. Which, sometimes, it is.

Belle Reve:
This is the best super-max prison in the USA. It was good before Waller decided to make it her base of operations for Task Force X, and now it is technologically a few years ahead of any other prison in the US. It has adamantium-reinforced cells, power-neutralizers, psychic dampeners, and even magical protections. Also, it has far more guards, security and researchers than prisons twice its size. Waller rules Belle Reve with an iron fist and it is not beyond making traitorous or corrupt subordinates just vanish. There are big alligators in the nearby swamps of Louisiana, you see? (Or at least that's the reputation they give her. Many are simply re-assigned out to Alaska. Sometimes a fate worse than death). What's important is that it's given her a reputation of someone not to cross.

Contacts:
Waller has dirt on almost everyone that is dirty in the US government, and also in some businessmen and criminals that are otherwise untouchable by the law. Moreover, many honest politicians owe her favors or sincerely believe she is doing a great job in the DEO. Ultimately, she commands a lot of political influence. Almost anything she requests will be granted.

Deo Director:
Waller is the director for the south-east. As such, responds directly to the DEO director and the President only (or the vice-president under some circumstances). Technically there are a couple more directors with more seniority that could veto /some/ operations, and technically the Chief of Staff of the Army needs to be notified for other operations. But actually no one wants to confront Waller without a superlative reason, she is too well-connected and she knows too much.
So, Waller pretty much has free reign to do what she does. She has considerable technological and military resources at her disposal. She works with a 'black' budget of hundreds of millions only the DEO Director will ever oversee.
And thanks to Task Force X, she also has a team of super-humans at her service.

Weaknesses

Children:
Waller has several surviving children and she loves them dearly. But she keeps them away to protect them, and they feel she abandoned them. So, pretty much they hate her. And should some enemy get hold of them, they will have about the only thing in the world that could possibly make her back down from a challenge.

Criminal:
The things Waller has done, if revealed, are enough to jail her for 20+ years. It would be difficult to bring her to justice, but with enough proof and the help of a few brave judges, she will end up in jail.

Getting Old:
Waller is 50 years old, 5' 1" and about 170 lbs (quite overweight). Physically, she is well past her prime. As such, some of her more physical skills are vanishing as she lacks the speed, strength and agility of her youth.

Hated:
Waller has some allies and many minions. But very, very few friends. In fact, most people hate her because she is so aggressive, blunt and ruthless in her dealings. The fact she usually deals with scumbags is only part of the problem. Fact is, she is very abrasive and has very little patience. It is likely someone will snap regardless of the consequences, and try to hurt, kill or sabotage her soon. In fact, it has happened a couple times already, but so far she has managed to control the damage.
Unfortunately, this is not a problem she is psychologically equipped to solve.
