Belle Reve

Belle Reve is a federal penitentiary located 60 miles southwest of New Orleans. It is one of the few supermax facilities in the United States capable of safely constraining metahuman offenders. It is operated by the United States Department of Justice. As one of the few facilities that can contain superhumans, Belle Reve's population is a mixed a bag of career criminals and hardened psychopathic killers.

Belle Reve's laboratory facilities allowed medical and scientific experts from around the world a relatively safe avenue for examining metahumans. It is not unheard-of for these studies to include inhumane and unethical research standards on the inmates. Belle Reve is the leading source of power nullification equipment and techniques used by law enforcement all over the world.
