CADMUS was established in 1960 as a special directorate under the Department of Extranormal Relations. Specifically, CADMUS was tasked at research into genetic manipulation and understanding of the metagene. As a DEO directorate, they provided research and development services to US Government. Notably, CADMUS liased frequently with Weapon Plus to contribute to research aimed at improving US Special Forces soldiers.

CADMUS also periodically worked with some less than reputable organizations and agencies, outsourcing research to corporations owned by more nefarious groups such as HYDRA.

For most of the 60s and 70s, Nathaniel Essex was a chief research scientist for CADMUS. Calling himself Nathan Milbury, Essex integrated Project: Black Womb into the larger umbrella of metagenetic research in America, with himself as the spider at the center of it. He was not ejected from this position until he was ousted in 1979, following the death of numerous scientists after Logan Howlett escaped custody.

CADMUS provided scientific support to the DEO/DoD operation code-named Weapon Plus. Essex also used this research to fund and support his own clandestine operation, code-named Weapon X. CADMUS creations became part of operational teams like Team 7, or the black-bag group designated Task Force X.

Ivana Biaul was another well-known name in the shadow circles around the DEO's quasi-illegal operations. She worked with Essex on several occassions to help cultivate superior metahuman soldiers and assets. The ones she took a liking to, she had 'killed' in training accidents. They would be reassigned to Weapon X for furthur training and development. Once she was satisfied they were combat-ready, Dr. Biaul transferred them to her research center under her personal operational command, code-named DV8.
