Carin Taylor, aka Velocity, is a mutant teenager with superspeed powers who was effectively kidnapped by a corporation called Cyberdata to be one of their amoral and obedient S.H.O.C. troopers, but managed to escape with the help of an insurgent handler.

Timeline

Timeline:
* 2003: Carin is born to the Taylor family, following after her sister Cassandra. From birth she is marked as odd by her pale white skin.
* 2009: Carin's father, CIA agent Frank Taylor, abandons his family.
* 2013: Carin's mother acquires a new boyfriend.
* 2014: Carin's mother marries her boyfriend, who becomes Carin and Cassandra's stepfather. Unfortunately, he proves increasingly controlling and abusive to his new family. Carin in particular is singled out for her odd appearance, but her sister often protects her by taking beatings herself.
* 2016: In a drunken rage, her stepfather beats her mother to death after she attempts to stop him from attacking Carin. He then attempts to beat Carin as well, who flees to get help from the police when her sister intervenes. On the way to the police station, her super speed powers activate for the first time, allowing her to arrive in seconds. However, by the time the police respond to her home, her sister has displayed her own uncanny accuracy by throwing a comb unerringly through her stepfather's eye, killing him. The two girls are separated, with Cassandra going to juvenile detention and Carin going into the foster system.
* 2018: Carin's odd looks draw a bully at one of her foster homes who holds has his friends hold her down while he forceably draws a green lightning bolt tattoo over her face. While the boy is punished, Carin's foster parents turn her back over to the system.
* 2019: Carin and her sister Cassandra are both scouted by the cybernetic weapons company Cyberdata, who bribe her caretakers into letting them take her. She is forced to enter the Special Hazardous Operation Cyborg (S.H.O.C.) prgram, designed to enhance mutants with cybernetic implants while removing their memories and enforcing obedience.
* 2019-2021: At the SHOC facility, Carin unwillingly has various cybernetic systems installed in her body, along with brainwashing intended to break down her personality and memories, causing her to forget most of her life, in preparation to implant a new amoral and obedient personality. She undergoes extensive combat training as part of the process.
* 2021: With the help of a sympathetic Cyberdata scientist, Carin has her tracking chip and control elements of her implants removed and is able to escape the facility. She goes on the run, attempting to evade Cyberdata's attempts to recapture her, and to discover the whereabouts of her sister Cassandra.

Personality

Determined:
There's a stubborn core to Carin that's gotten her through all the poor luck and terrible times in her life. While she's been hurt, she's not been broken, and when it comes down to the wire, she is capable of pushing aside her fears to do what needs to be done, especially when it's helping her teammates or friends. She just needs to build self-confidence and to overcome her fears.

Loyal:
Carin hasn't had a lot of friends in her life (that she remembers), other than her sister Cassandra. When she does find one, she values them greatly. She is doggedly loyal to those she cares for, willing to go out of her way to help them when they're in need or back them up when they need it.

Nice:
Carin is eager to please generally, as she wants to be liked and is soft-hearted by nature. She likes helping people when she can, partly because it makes her feel like she hasn't turned out to be a complete waste of space given her background.

Patience:
Given the nature of her power, Carin has a surprisingly high amount of patience. Part of this is her desire to be liked and her belief she should act as nice as she can, partly because she well remembers what it was like to be yelled at and abused. But unlike other speedsters, she seems better able to put up with the slower people around her. Or at least, she doesn't complain about it outwardly.

Cybernetic Physiology:
Carin's body has been cybernetically reinforced to better allow her to withstand the rigors of superspeed. Her joints and bones have been reinforced to resist high speed impacts or turns, while her eyes are protected from high air pressure. Her lungs have been altered to allow her to function at lower oxygen levels created at high speeds.

Hybrid Kevlar plates have been implanted under her skin to assist with friction burns, while also making her resistant to smalls arms fire, impacts, and slashing damage. Her superspeed powers allow for hyper-accelerated cellular regeneration, allowing her to heal at an accelerated rate. She quickly shakes off the effects of most toxins or drugs, though this does not prevent her from suffering their effects. Her body breaks down fatigue toxins and lactic acid that would otherwise build up during vigorous physical activity, giving her extended endurance.

Her body more efficiently processes the calories she takes in, though she still needs to eat larger portions than normal for a girl her size. Finally, her perceptions and brain activity process sensory information at high speeds so quickly that everything around her appears to move in slow motion while she moves at normal speeds. This allows her to register and avoid fast-moving projectiles such as bullets, arrows, etc. Her Brain Box further enhances her perceptions, tying them into an onboard computer and HUD that assists her in processing sensory input to better understand what she senses.

Superhuman Speed:
Carin can sustain speeds of Mach 1 (700 mph), but has been clocked at supersonic speeds in excess of Mach 3 (roughly 3300 mph) for short sprints. Her upper limits has not been confirmed due to Carin's reluctance to max out her speed for fear of the damage she might cause to herself or others. This is due to the cyclonic winds and shockwave that accompanies her reaching these speeds, though she can use these to create powerful gusts of wind or vacuum to knock people or objects off balance. Combined with her enhanced perception and reflexes she is easily able to dodge most projectiles if she sees them coming. She is fast enough to run across relatively smooth water or similar liquids, or up the sides of building or cliffs without difficulty. Her enhanced physiology means she is unaffected by air friction or reduced oxygen while running.

Combat Training:
Combat Training: While Carin is hardly an aggressive fighter, she has been trained by Cyberdata to be a competent hand-to-hand fighter, using mixed martial arts aimed at quickly and efficiently disabling an opponent. Carin has specialized more in breaking locks and evading attacks, which works better with her speed and personality.

Running:
Running: Carin is a practiced track and field athlete and knows how to put the most into her sprints and long distance running. Her superspeed has caused her to further learn how to start, stop, jump, and turn when moving at rapid speed and how to overcome the problems associated with each.

Brain Box:
This implant, wired into her orbital frontal cortex, was installed by Cyberdata to further assist Carin's perceptions at high speeds. By linking her senses to a dedicated computer system and HUD, it helps her to more quickly identify details, threats, and targets, adding to her already impressive processing abilities. The implant also incorporates a communications system that can be used to tie into open communication networks as well as letting her communicate via subvocal speech. She can even download or upload data directly to it or record video footage. Its other purpose was to remove her free will and decision-making abilities, track her location and observe through her eyes, but the insurgent handler who freed Carin has disabled these functions.

Costume:
Carin's costume was created by Cyberdata out of special materials that make it function as light body armor as well as immune to her superspeed. Her shoes in particular are made of high tech materials that keep them from being torn to ribbons from superspeed impacts or turns. The material itself is relatively easy to repair with applied heat to seal any cuts or rips. Along with her standard gloves, the costume includes metal gauntlets with retractable metal claws that allow her to strike at solid objects without damaging her hands or to deflect incoming strikes. The only down side is that the suit retains heat a little too well, requiring Carin to frequently open the lightning bolt seam at the front to cool down in warmer weather. Why some engineer decided to design a lightning bolt boob window into her costume, she tries not to think about.

Shield Issue:
Carin has been given equipment to match her powers by SHIELD, and has access to general SHIELD resources for an agent of her rank. She has a personalized set of shock gloves designed by Ted Kord to use in close quarters combat and an armored uniform that does not have to deal with friction to let her maximize the use of her super speed, along with other things as needed.

Abused:
Carin's stepfather was an alcoholic who physically and emotionally abused his stepdaughters, regularly insulting or striking them. Carin in particular was targeted due to her snow white skin. Like many teens in her position, Carin felt ashamed of what happened and tried to hide her physical injuries rather than reporting him. She suffers from low self esteem, as well as feeling isolated after being put in the foster system.

Afraid:
While some of this is pure teen angst, Carin lacks confidence and assertiveness due to growing up in an abusive household and the horrid life she's experienced after that. She sometimes gets too caught up in her own problems and fears to notice other people are having issues too.

Appearance:
When she was a foster child, the resident bully forceably gave Carin the large and obvious tattoo of a green lightning bolt over the right side of her face. It makes her easy to identify and requires effort to hide. In addition, her skin is permanently alabaster white, giving her an albino appearance.

Cyberdata:
Cyberdata installed the Brain Box in Carin's head in order to turn her into one of their cyborg soldiers, by wiping her personality and implanting a more amoral and obedient one. While she was able to escape before the process was complete, AIM still considers a valuable asset in need of being reacquired.

Memory Loss:
The experiments on Carin supressed most of her memories of her earlier life. She remembers fragements or brief vignettes; the memories are still there, but she has difficulty accessing them.

Runaway:
Carin tends to run from her problems. While she's not a coward, she is not enormously brave either and tends to respond to fight or flight threats by fleeing. She is less likely to engage in conflict, unless people she cares about are involved or there is no choice but to fight.
