Jim Gordon is the commissioner of the Gotham City Police Department and has been, with brief interruptions, for years. He's known as a good cop who can't be bought ... and as one who works with, rather than against, Batman and other vigilantes in the city.

Timeline

Timeline:
1959: Born in Chicago.
1977: Graduates high school and enlists in the US Marine Corps.
1981: Following active duty completion, Gordon returns to Chicago to serve as a police officer.
1984: Meets Barbara Eileen Kean and quickly falls in love. After several months, they wed. They spend a number of years unsuccessfully trying to conceive.
1985: Begins taking night classes to pursue a degree in criminology.
1991: Transferred to Gotham after uncovering police corruption and a city council election-rigging scheme in Chicago.
1992: Daughter Barbara is born.
2003: Barbara Eileen leaves Jim due to his focus on his work. Resolves to double his efforts to be a good father.
2004: First encounter with reports of the Batman.
2005: Convinces police commissioner to build a Bat-signal as a way to alert the Batman to especially urgent and heinous situations where he may be needed.
2008: Promoted to police commissioner.
2011: Tortured by the Joker while forced to watch Barbara get maimed and paralyzed.
2012: Attempts to keep what order and peace he can in Gotham during its tenure as a "no man's land" following a devastating tidal wave that separated the city from the US mainland.
2014: Shot three times in the back by a former mobster who resented Gordon for having arrested him some years past. Spends several months in a coma before recovering.
2016: Retires from GCPD.
2018: Returns from retirement to GCPD as commissioner after widespread corruption in the department is discovered.

Dedicated:
Gordon is incredibly faithful to his job--almost to the point of obsession. While that's been tempered somewhat by the existence of his daughter, it's true that Gordon's driving force is his career as a law enforcement officer and of keeping the peace as best he can.

Devoted Father:
While Gordon is dedicated to his work, he's also a loving, dutiful father. There's nothing he wouldn't do to protect Barbara, no matter the cost--possibly even to the point of testing his oath as a policeman.

Law and Order:
Most police in Gotham are dirty in one way or another. Gordon is among the rare exceptions--even though he's willing to officially turn a blind eye to the Bat-aligned vigilantes of the city (and, unofficially, working with them), Gordon is incorruptible when it comes to compromising his duties.

Bureaucracy:
Gordon has become adept at working the GCPD bureaucracy for the city's benefit--speeding up justice and slowing down threats to that justice that might occur via administrative means (complaints filed, obstacles to investigative autonomy, and so on).

Combat:
As a former Marine, Gordon was trained to be a killing machine. As a policeman, he's since learned how to use those skills effectively in non-lethal ways as well. Even though he's not in the best of shape and neither is he well-versed in a wide range of combat styles, Gordon can nonetheless hold his own against most regular individuals.

Investigation:
Gordon is a skilled investigator and criminologist, having had decades of professional development and application to learn how to read scenes, look into the minds of criminals and disturbed individuals, and piece together seemingly disparate pieces of information.

Leadership:
Gordon's a natural leader, capable not only of utilizing his force's strengths and resources well but guiding them to success through charismatic persuasion and tactical insight.

Marksmanship:
Gordon's trained extensively as a marksman with a variety of weaponry used by the GCPD and by the USMC. He's kept his aim true and his reflexes as quick as possible to make sure that he--and his fellow officers--won't be caught flat-footed.

Negotiation:
Gordon has spent considerable time talking down perps, trying to de-escalate situations so that fewer people are hurt or killed during tense situations. He's also had to spend a great deal of time as commissioner navigating complex political networks to make progress happen.

Teamwork:
One doesn't last long in the Marines or on a police force without learning solid teamwork and collaboration. Gordon's especially skilled at recognizing team members' strengths and making effective use of those strength at opportune moments. Further, he's adroit at recognizing how to complement those strengths with his own to help the team succeed.

Bat-Crew:
Having worked with Batman and his cohort for years, Gordon has developed a trusting relationship with the vigilante--feeling he can call on Batman to help him whenever he might need it, and he knows he'd do the same in return. While he's not quite so close to the rest of the Bat-Family, Gordon has come to expect that they'll treat him with similar respect and courtesy.

City Contacts:
Serving as police commissioner has opened a number of doors throughout Gotham City's political sphere that allow Gordon to engage in diplomatic negotiations in the pursuit of justice--cutting through red tape, helping those in need get help, and so on. Of course, this assistance doesn't always get provided freely.

Family:
Barbara Gordon is Jim's pride and joy, and he mostly tries to let her live her life. But he also knows she's an incredibly bright woman who can help him in different ways--from looking at a problem in a new light to helping him enjoy being Jim, rather than Commissioner, Gordon.

Gcpd:
As commissioner, Gordon has access to mobilizing the majority of the department's resources for a range of official purposes. As a long-time officer who's demonstrated his character, he also manages to command the respect, if not the loyalty, of those who wear the badge.

Aging:
Gordon's getting old, and he's already retired from the police force once. He knows he's not in the best of shape and may be more of a liability than an asset in the field--but also knows that, when the need arises, he'll be there to act to the best of his abilities, even if that act may be his last.

Corrupt Cops:
While the majority of the GCPD has Gordon's back--even the dirty cops, to an extent--there are some who await the opportunity to sell him downriver to make good with whomever they're working for.

Criminals:
Decades on the force have racked up Gordon with a ridiculously long list of nemeses--not only deranged super-criminals but anyone who's felt wronged by his putting them behind bars. While Gordon fears for his daughter's safety, he knows that he's a walking target for anyone looking to get even.

Family:
If Gordon has one fear, it's that his family--his daughter Barbara--will be endangered by his police work. He's already been through hell in the past, when the Joker tried to break him psychologically by torturing his daughter, and Gordon wants nothing more than to be confident that she'll live a long, happy life. He fears all the more knowing that he can't ever be confident of that.

Heart Condition:
Gordon's long-lived smoking habit has weakened his heart, which (in combination with his age) risks malfunctioning at the worst possible times. While he's been trying to improve his diet and exercise to fight it, Gordon knows that he's done considerable damage to his system and that any day's stresses might push it over the edge.

Taking a Page from... July 31st, 2022 When a trio of amature ghost hunters disappear after accidentally crossing a threshold Event Horizon created by an odd, magical, book that brought out a swamp hag and a Mirkwood spider. While Jim Gordon has the steel nerves to flick a car-sized spider and find out that the creature was constructed of paper, and Thomas Blake finds his knife slices through a paper witch, the group including Balm (Phoebe Beacon) and Michael Hannigan rescue the three teenagers and return them to the library. Balm makes sure to return Jim's lighter. Pixie gets a mini-primer in opening gates with Latin and Phoebe realizes that context-switching between modes of communication may cause problems.
