In May of 2011, a cataclysmic tidal wave and earthquake struck Gotham City. Much of the city was reduced to rubble, and whole neighborhoods flooded. The United States government, seeking to distance itself from the disaster and Gotham's dangerous population of criminals, declared it a 'No Man's Land' and retracted the citizenship of all those who failed to evacuate.
In No Man's Land, the criminals reigned and those who fought for justice had to do so in a world with no laws.
