The Raft

The Raft is a NATO high-security prison facility. It is in international waters 25 miles from Riker's Island, built around the superstructure of an old oil rig. It is primarily operated by agents of SHIELD and US military personnel. Like GITMO and other non-national premises, controversy has arisen over treatment and rights of prisoners therein.

The Raft is one of the few dedicated metahuman containment facilities in the United States. The facility nominally runs at a submerged depth of 500'. An artificial biome of dangerous jellyfish and highly aggressive predators is preserved around the facility. The Raft surfaces twice per day to exchange air and receive supplies and new prisoners.
