Personality

Brash:
Between her power and her faith in Doom, Zora is unafraid to throw herself into danger or take risks when it serves her master. While very powerful, she can overestimate her strength and underestimate her opponents, which can get her in over her head.

Defender:
Zora takes her position as the national hero of Latveria seriously, and considers herself the protector of the people of Latveria from threats internal and external, as Lord Doom commands. She is heroic in her desire to save her people, though it is always for the greater glory of Doom.

Fanatical Loyalty:
Zora utterly believes in Doom, and sees herself as his tool to bring order to the world. She obeys him without question, though she will speak up if she believes she has information he does not. Even if it means her death, she will not disobey his orders and is ever faithful to him.

Prideful:
Zora has great pride in her position and powers, and that Doom chose her among all others to bear the Power Cosmic she now possesses. She reacts poorly to insults against herself or Doom that she deems show a lack of respect or impertinence.

Unyielding:
Zora is implacable when she has set her mind to a task, even at personal cost to herself. She will break before she bends, and will stubbornly throw herself into the fight as long as there is a chance she can serve Doom's goals.

Powers

Cosmic Blasts:
Zora possesses the Power Cosmic, which allows her to absorb or tap into the ambient cosmic energy of the galaxy, then expel those energies in various ways. While her powers is not at the level of a full Herald of Galactus, such as the Silver Surfer, they are very powerful by the standards of many Earth heroes. She normally channels these energies from her hand or her spear, or as an area effect to turn herself into a living bomb. Her blasts can be as gentle as a firm shove, to powerful enough to penetrate a mountain, and can span the electromagnetic spectrum, produce a variety of radioactive rays, microwaves, gravity waves, or the like - any cosmic energy can theoretically be wielded by her, though her inexperience means she tends to use these energies crudely. Using them with finesse requires considerably more concentration and focus.

Cosmic Senses:
As with anyone who possesses the Power Cosmic, Zora is able to become attuned with the quantum processes of the universe, giving her a sense for stellar energies and alerting her to major alterations in existing electromagnetic fields. Her ability to see energy signatures makes her a formidable tracker who can find opponents across long distances. By reading the energy of an area, she can even reconstruct recent past events, though she cannot literally see through time. She possesses extraordinary senses and is highly aware of her surroundings, making her very difficult to suprise or sneak attack unless distracted. However, she does not have the range or fine control of a full Herald of Galactus and cannot sense such disturbances beyond the area around Earth itself unless they are extremely powerful or disruptive to universal quantum processes.

Cosmic Strength:
While she is not at the level of an experienced Herald of Galactus, such as the Silver Surfer, the Power Cosmic gives Zora incredible strength, allowing her to battle on even terms with some of the most powerful beings in the universe such as Thor, the Thing, the Hulk, or even Kryptonians. She can perform astonishing feats of strength, shattering mountainsides or carrying entire 747s, or turning tanks into thrown projectiles. She lacks the finesse of more experienced superhumans, having only recently come into her power, but can match many in brute force. She can lift 50 tons in a dead lift, and more if she focuses her cosmic energies to further reinforce her strength, though she must take it from fueling other powers to do so.

Energy Manipulation:
Zora can shape the cosmic energies she absorbs, though not to the level of the Heralds of Galactus. She can form this energy into force fields to shield herself and others, which are capable of resisting even extremely powerful attacks for a time. She can extend these energy fields to allow others to travel through the air or even be fully protected from the rigors of space, even to the point of controlling the strength and focus of local gravity. She can increase or lower the temperature of her surroundings by adding or removing energy from air molecules.

Flight:
Zora is capable of moving in a blur of motion in the air or on the ground, allowing her to dodge incoming projectiles, energy blasts, or physical strikes, which she can use to assault an opponent in a rapid fire series of fly by attacks. In the air she can move across vast distances in seconds but retains full manuverability, able to stop or turn on a dime. With the Power Cosmic, she is capable of traveling even into space without harm, but lacks the ability to travel through hyperspace outside of the Sol System like the Silver Surfer or other Heralds of Galactus.

Invulnerability:
Zora is infused with the Power Cosmic, abet at a lower power level than actual Heralds of Galactus, like the Silver Surfer. She can absorb and tap into the cosmic energy of the universe at will. These energies augment her strength, endurance, and durability. She can function for months at peak performance without the need for sleep, and can sustain herself on cosmic energies without food or drink. She is immune to the dangers of space or most hostile environments, as she does not need to breathe and is unaffected by extremes of heat or cold. Her skin is nearly impossible to penetrate, turning aside even the blows of the super strong, conventional weapons such as bullets or missiles, or powerful energy attacks., though sustained fire can wear her down, given time.

Iron Will:
Zora has been trained by Dr. Doom to resist mental attacks, though she lacks any pisonic potential herself. Combined with her already adamant willpower, this makes it impossible to casually enter her mind, and a formidable challenge to break through her defenses.

Matter Manipulation:
Zora is capable of crude molecular transformation, such as creating a breathable atmosphere within her force fields, or negating toxic chemical hazards by dispersing them. However, even simple alterations require great concentration and focus to convert even closely related materials, such as lead to gold or vice versa, or a delicate touch to make very minor changes, such as altering the color of dyes or paints.

Regeneration:
Zora can use the cosmic power flowing through her to heal her own wounds at a greatly accelerated rate, to the point where she can regenerate damage completely, even regrowing missing parts of her body in a matter of days. It is possible for her focus this healing on others, though difficult at her current level of skill using her powers - it requires deep focus and a lack of interruptions to her concentration to do so.

Skills

Asymmetrical Warfare:
Zora is a experienced and accomplished guerilla fighter and accomplished military leader.

Firearms:
Previous to being chosen as the Herald of Doom, Zora was familiar with a wide variety of firearms from her time as a resistance member, from pistols to assault rifles to even heavier weapons such as grenade launchers or anti-tank missiles. She is a good but not superior shot.

History of Doomstadt:
Zora has researched the past of Dr. Doom extensively in her search for him, and knows a great deal about his past plans, enemies, and even a few secrets he allows only to a trusted few. Tied with this is a general knowledge of the history of Latveria and its region.

Leadership:
Zora's faith and courage inspires her followers to greater heights; her charisma can turn the tide of battle, and her fanatical loyalty to Doom inspires the same fervor in her troops.

Martial Weapons:
Zora has trained ruthlessly to master hand-to-hand combat, though she vastly prefers to fight with her spear. She is a superior opponents, trained to think in multiple dimensions and to maintain combat awareness at all times.

Resources

Armaments of Doom:
Zora has been gifted by her master with protective armor to match her status of advanced technological design, along with a spear of Doom's personal creation designed to work with the cosmic energies that now infuse her body. Her spear and armor are practically unbreakble as a result save by the most powerful of opponents, and are a match for many other legendary weapons. Her helmet incorporates a communicator that allows her to speak with her master from anywhere in the world unless specifically jammed, but otherwise the armor is purely defensive and lacks the usual technological gadgets of Doom's own armor. Through the use of her matter manipulation abilities, Zora has trained to repair and even reform her armor and spear if they are damaged or somehow destroyed.

Daughter of Doomstadt:
Victorious is not just the Herald of Doom, but also the national superhero of Latveria, and is a beloved public figure in her homeland. Citizens of Latveria usually treat her with respect and even reverence, while its allies and enemies must keep her status in mind.

Herald of Doom:
Zora is the right hand of Victor von Doom, and thus has access to Doom's technological weapons and wonders as well as the resources of Latveria - weapons, scientific and techno-magic equipment, vehicles, Doombots, or more mundane troops or agents.

Weaknesses

A Herald Rises:
Zora has relatively recently been gifted with the Power Cosmic by her master, Victor von Doom, and is still learning to master her abilities. Her powers tend to default to more brute force demonstrations of power, while fine control and expertise require much more focus and concentration to perform. While she can use crude uses of her power at the same time, using her power more delicately or precisely requires her to focus exclusively on that use until she is done. She does not have the full power levels of a cosmic power user on the level of the Silver Surfer.

Blind Faith:
Zora has complete faith in Doom, and cannot imagine him failing; the victory of Doom, after all, is in her name. Sadly, Doom may not always live up to this level of trust, though Zora would willingly die if it served Doom's purposes. Since her personal value is tied up in Doom's needs, she does not value herself as a person as much as she should.

Cosmic Aura:
Zora possesses the Power Cosmic, which makes her a beacon to other holders of the same power - anyone from heroes like the Silver Surfer, to the Great Devourer himself, Galactus. Her new powers are likely to draw attention from such powers, for good or ill. The cosmic energies that infuse her also make her easier to track by those with the right knowledge or sensory abilities.

Servant of Doom:
Zora is publically known to be the Herald of Doom and his servant, with the social stigma that comes with working for a supervillain.

The Enemies of Doom:
Doom's enemies are Zora's enemies. To those who have stood against him, especially the Fantastic Four, Zora has nothing but disdain, which can cause her to belittle or ignore their contributions and be unwilling to listen even when it's in her best interest to do so. Only by framing things as being best for Doom can a hated enemy get through her stubborness.
