Julia Carpenter Gotham. Not her usual hunting grounds. In fact, The Commission usually makes a point of staying out of Gotham. But apparently someone has grown a big set of balls and decided that it was time to go after the Red Hood. Julia received the mission just a few days ago, making up an excuse to Rachel's school of needing to travel for a family emergency.

Rachel is safely tucked away at the hotel with a babysitter... and Julia.. well. Julia is working.

Tucked into a corner, she's settled against the walls, watching and waiting for the Hood's appearance. Masked and costumed, she keeps still, quiet, watching as a drug deal starts up by the abandoned Ace Chemical. Arachne, she's one with the shadows, her costume blending nicely into the shadows and weak stray rays of moonlight.

Down in the parking lot, two thugs stand at the trunk of a car, sitting on the bumper and watching the customer approach. Skinny, dirty, shaking, the guy is probably mid to late thirties, hair and beard overgrown, clothes tattered. He got hooked early and never got out. Scrounging and stealing what he can to pawn off for the money for his next hit.

Perfect opportunity for the Hood to try and grab hold of some street level guys and beat the location of their bosses out of them.
Jason Todd Red Hood, once on a time, was a far more vengeful vigilante. Like a certain figure in other cities that makes every effort to Punish his foes, Red Hood has had very little guilt over killing. That was Then. Now? Now Red Hood plays a little closer to Batman's playbook. Now he just tazes the living hell out of his prey. Still, the list of feathers he has ruffled, plucked or otherwise pissed off is very very long. Have a beef? Just get in line.

Or hire someone to do your dirty work like a coward.

Turns out that must be closer to the truth, huh?

Red Hood, it turns out, has been trying to find someone. Every time he gets close, his prey somehow always gets away first. Hood is losing his patience. The time has come to apply more pressure.

Emerging out of the shadows in his own special way, the large form of Red Hood approaches the two thugs, stopping about three meters away. He crosses his arms across his chest, hands nowhere near the grips of the pistols strapped to each leg.

"Roach. And Cricket. How did I know I'd find you boys around here?" He looks to the needy customer trying to shlep his way up to buy another hit. "Get lost and get help. The junk these two are selling is going to kill you." Not that the junkie cares. But a vigilante in Gotham? Enough to make him shamble off like a Jonesing zombie.

Red Hood looks back toward the two small time dealers. "Where were we?"
Julia Carpenter Arachne watches from on high as Red Hood makes his appearance. She's read what little The Commission was able to put together on him, and the rest of the vigilantes in Gotham. Just enough to make sure she can distinguish him from the others, and to let her know it's best to avoid the others. In and out, quick and quiet.

But really, she's tempted to let him take down the drug dealers first. The sight of the junkie is enough to make her question if she should really be going after Red Hood, or if she should just quietly leave the city. The reminder that Rachel is in the city has her resolve firming. This is still a job, and she needs that job.

Sighing, leaps away from the side of the building, turning in the air and landing lightly on the ground opposite the Hood. "I'm truly sorry about this but... Red Hood, you are in violation of Federal Act 3196, Article B. I am here to bring you in to face a government tribunal. This will go much easier if you don't run."

She fully expects him to run.

Cricket and Roach are now reaching for guns and yelling at each other about whose fault it is, preparing to shoot both Arachne and Red Hood in order to get away. They heard 'federal' and didn't bother to wait any longer.
Jason Todd The sound of gunfire erupts immeidately at the end of that well practiced speech. Four shots, rapid fire.

It happens so fast that Roach and Cricket are already spasming and falling down from the tazer rounds before Arachne's mouth is closed after her message.

Not even looking at the two useless drug dealers, Hood looks at Arachne,

"Is that so. I'd sure like to see the "Government" try and prove I've violated anything other than these two idiot's dignity." Speaking of which, the twitching men should clearly worn the brown pants today.

Pistols still in hand, though the muzzles are held toward the ground, Red Hood stares down the woman in front of him. "Care to enlighten me on just what it is I'm supposed to have done?"
Julia Carpenter Not even glancing towards the twitching dealers, Arachne keeps her attention on the man opposite her. Her lips twitch into a faint smile as she lifts a shrug, "Above my pay grade, sorry. I'm not the judge, or the lawyer, just the one that gets to chase people down and bring them in."

Taking a step towards him, she lifts both hands and cants her head towards him, "So. Gonna shoot me, too?" While they talk, a pair of psi-web lines start wriggling up from the broken blacktop behind him. They're silent, but the faint magenta glow may well alert him that there's more going on.

"Look, I don't disagree with what you guys do here. I don't necessarily agree with all the methods, but... hey, not my circus not my monkeys right? But... I have a job to do. Bills to pay. Cut a girl a break, hm?"
Jason Todd Red Hood watches as the figure starts to approach. The optics in his mask pick up on the change of light levels and he spares a glance down.

"Nice trick. Thought you Spider sorts didn't like the government either. Why're you helping them round up the good guys. It's a bad look and reputation to get" he asks as he steps away from those tendrils. "If it's about money, maybe you should unionize like the Bats have. We take care of our own. Which means once they see the video feed from my mask they're going to know who to come looking for. You don't really want that kind of heat. Batman can be very tenacious."
Julia Carpenter "I'm not affiliated with them."

The tendrils dart out, snatching at the guns as Jason starts to move away, the woman herself still in the same place. "Like I said... I work for the government. Not a great job, but it's a job." Snorting softly, she shakes her head, "Someone in the group still needs to have money, honey. Hopes and wishes don't pay rent."

Letting out a sigh, Arachne shrugs, "Not my first druther, but I can't afford to not bring you in." Lifting both hands, she summons up more of the psi-webbing, sending it towards him, looking to wrap him up quick and easy.
Jason Todd The question now is, can those tendrils still grab him if she can't see him? A flash bang erupts just in front of him followed by a smoke bomb that rapidly billows outward. He doens't need his guns but losing them to some unknown super from outside of Gotham? That particularly grates on him. A grapple line fires upward to pull Red Hood's large form toward the rooftops. He imagines she can follow but he knows the city.
Julia Carpenter Its times like these that Julia is terribly glad she didn't inherit the super-senses of most of the other Spider people. It's bad enough that the flashbang is loud and bright, making her turn away. She doesn't need them anyways. She can feel his movements, making the leap up when his feet leave the ground and shooting out a webline to carry her higher.

Saying silent thanks for the superhuman reflexes and agility, she sends out another psi-web try and catch him, but it forms just a little too late. The flashbang and smokebomb haven't stopped her, but it's affected her enough that she's a little slower on the draw. She has the advantage physically, but he's right, he knows the city better.

The chase is on!
Jason Todd Disappearing into the shadows, Red Hood moves with purpose. He knows where the best lines of sight are, where the best grapple points are. No sooner has he landed than he fires the grapple again and is once more pulled through the night. He's chosen the mix of colors for his armor to blend into the varied shadows and colors of the Gotham night.

Someone familiar with the area would realize he's heading for the old Ace Chemical plant. A good place to get lost.
Julia Carpenter Getting herself up and onto the wall of the card plant, she takes a moment to get her bearings. Shaking off the effects of the flashbang, Arachne makes another of those death-defying leaps, sending out a webline to swing herself after the Red Hood.

Even if she isn't wholly familiar with Gotham, she's absolutely heard the stories about the plant and the Clown Prince that likes to hang out there. That Red Hood is heading in that direction has her frowning slightly, reconsidering if he's one of the 'good' Gotham vigilantes after all. Was she wrong to not be more aggressive in trying to catch him?
Jason Todd Red Hood isn't heading toward the Joker. He's made agreements about things like that. However, he also knows the clown isn't 'home' these days. It's empty and it's sprawling. There are so many corridors and storage rooms. Places a person can get lost without even trying.

He doesn't have a cape. He doesn't glide. He falls with control in between launches of his grappel. At the edge of the chemical plant's property, he fires the grapple again, securing it to the top of one of the plant's higher catwalks. He uses it to propell himself upward before latching onto the top of one of the towering chimneys. Landing on the upper rim with the lightness of a cat, Red Hood turns, scanning the area behind him in the Thermal spectrum to try and catch sight of his pursuer. Her claims make little sense to him. He hasn't done anything outside of Gotham for any agency to take an exception to. Doesn't make sense.
Julia Carpenter All things Arachne would love to know but doesn't. She's only heard the gossip that floats around the city since she arrived. And none of that is great.

It would be great if either of them knew why The Commission wanted him. Sadly, she doesn't get to ask questions. And this is the first he's hearing of any of it. Arachne swings into the plant after him, cautious, moving carefully. Moving lightly, quietly. She's great at stealth.. but she can't hide her body heat. She'll light up in his scan. She's above him, catwalk, 15 feet up, maybe 20 feet back. She hasn't picked up on his location, still moving in a sweep to try and pick up his 'scent'.

Arachne skirts around the middle section, leaping lightly from area to area, her body flexing and contorting into what should be painful configurations as she slips around the pipes and wires and supports. Clinging to the underside of the catwalks as she crawls along with more speed than she should be capable of. Trying different placements and areas to try and pick up on his position.
Jason Todd Crouching atop the towering brick chimney, Red Hood studies his pursuer. A small window shows in the lower corner of his optics, a search for a match on this Spider and the dossier he is certain Batman has in the master Batcomputer. It's good to have ties, as much as he also hates using it.

As she gets closer, Red Hood stands.

"I can do this all night. I also have backup." Here? no. But that doesn't mean they're far off. "You sure you really want to go through with this, not knowing what it is you're supposedly bringing me in for? You said you don't have a choice. Which means they've got leverage on you. But you're going to do the same thing to me without a second thought."
Julia Carpenter Arachne swings around and lands lightly on the chimney opposite Jason, looking at him for a long moment. She isn't likely to be in Batman's computer... working for a shady government agency, she doesn't have a rep as a superhero, or supervillain, or anything. Her work is covert, and generally not enough to ping anyone's radar. Especially when they don't know to look.

"Oh, I could go for days if I had to. Call in more agents. But... I don't think that's in either of our best interests." Setting her hands on her hips, she glances down towards the ground, then lets out a breath. "You're not wrong, though it's not what you think. But... maybe you can help. You and your 'backup'. It would get rid of two problems at the same time, and would get you off whatever list you're on that has them sending me after you." She shrugs, "I have dirt, but nobody I can trust with it. I have documents, memo's, orders.. taped conversations.. but I don't have the network to to be able to bring The Commission down. But you do." A psi-web line stretches out between the chimneys, with Arachne crossing it as easily as he crosses a floor, drawing in closer.

She stays out of his personal space, halting a few feet away, pulling the mask off to look at him. "What do you say. Help me get out of my mess, and I'll make sure your name disappears from all records The Commission has? I can bring you everything I have. Time and place of your choosing." Julia looks at him, knowing that she's giving up her secret identity to the entire group, but knowing she needs to take the first step in the trust department. "I'm sure you'll have all the information you need on my, the real me, in a few moments. I'm trusting you. Will you help me?"
Jason Todd Getting nothing back, Red Hood makes certain to send his audio and video streams to Oracle's systems. The Gotham crew dislikes being in the dark. They might not have a lot but there will be something soon.

As she talks he remains skeptical. But then she takes off her mask. That wasn't expected. But it's something.

Considering, he nods slowly. "Alright. You've convinced me enough to look into it further. "I've got friends that are good at this sort of thing. If you give us access to that intel, we can find a way to use it to help you." And apparently help himself too.

The fact she's willing to show her face is enough to show she's taking a hell of a chance if this is a trap.

"You'll forgive me if I don't remove mine" he notes dryly before adding, "Tuesday night. 3am on top of the old chair factory on Dixon Avenue and 67th street." It's a place with a lot of open space, plenty of vantage points for surveilance and hard for either of them to spring any sort of trap.
Julia Carpenter Looking relieved when he says he has friends that are good at this sort of thing, she gives a nod. There's a brief smile at his statement about not removing his and she lifts both hands, shaking her head. "Not asking you to. I figure, I'm the one asking for help, you need a reason to trust me. This is... the biggest trust I can extend to you."

Nodding at the time, date, and place, she tugs her mask back on and pulls a very long poytail out of the top. "Tuesday, 3am. Old chair factory on Dixon and 67th. I'll be there." Taking a step back on the line, she pauses, then looks back to Red Hood and offers a faint smile.

"Thank you. This is.. bigger than you know." Then she's dissipating the web-line and dropping down into the darkness to disappear.
