Shredder     The Foot clan is always looking for alliances. In reality, subjected alliances they control. In this case, though, they aren't opening with a play that strong, lest they scare off the quarry. The Shredder himself, though, is ready for this meeting. A mob family that wants access to his stealth team, a rather ordinary set up, but they have quite a bit to offer in a few circles he wants to control at present. For this reason, no one else is going to be trusted with the negotiations.

    It's a quiet Japanese restaurant which is the location he has selected, one that the Foot already controls, so they don't need to worry about those who may overhear. In the small back room, without his armor, Oroku Saki sits, his hair pulled back into a top knot as he patiently awaits his guest, sitting on a pillow before the low resting table. On the table sits a tea pot and a few wood hewn cups.
Caleb Dykstra Two men dressed in an italian fashion come in with a teenage girl, strawberry blonde, beautiful in a natural, unpropped fashion. She doesn't seem to want to be here, so she walks hesitatingly. The two men, however, walk firmly behind her, basically like two pieces of wall that bar her getting away from it.

"Please..."

"You're not gonna make a scene now, are you...?", one of them says.

The other one turns to the employee that comes for them, and says, "Here for a reservation."

And very shortly, they're coming into the room where Oroku Saki sits. Upon inspecting him, the girl widens her eyes, ans staggers back. "No... Please..."

One of the 'bricks' grabs her shoulder, and squeezes. She holds back a scream, as she's forced into a seat, right before the japanese man.

And, just seconds after... She croaks loudly, as if staring blankly through the leader of the Foot Clan. And twists her neck a couple dgrees to the right, sallivating. She remains in this position as her eyes roll in her sockets, and she closes them...

And when they do open again, they're an entirely different color - red in a sea of black. She now assumes a more relaxed position, mannerisms not even matching her previous demeanor. Nor does her voice as she speaks - it's that of a man, in fact, with an english-italian accent.

<<Greetings, Mr. Oroku...>> A quick correction, <<Oroku-san.>>
Shredder     As the girl is quite literally forced into position by the two larger men, Saki sits quietly, giving no sign of approval or the contrary. He regards the interaction with a keen eye, but has the apparent interest of someone who cares not for the details of the affair. When she is sat before him and speaks, he arches a single dark brow. "If I wanted to speak over the telephone, I would have used it," he states. There's a mild annoyance in his voice. He has seen enough supernatural activity in his centuries to recognize when someone is being puppetted by another. He doesn't make any further movements, and he himself seems unattended by any protection, a purple dress robe over his shoulders, like someone who may have lived a few hundred years ago.
Caleb Dykstra <<But it wouldn't have been a secure line>>, the voce states, unconcerned, <<Where I live, the walls have ears. A big figure moves, it attracts a flying rodent's attention. A person talks, a little birdie swooping by hears it.>> A wide shrug, "One must keep up with the times, good sir. And besides>>, the girl leans forward, <<It's not like you don't find this ingenious. If you felt insulted, I doubt my men would still be alive this moment.>>

The two bricks look at each other for a brief moment...
Shredder     "Don't mistake my patience for apathy," Saki answers sharply with a narrowing of his eyes. "You are wise to be cautious around me, but do not think that the current distance will keep you safe if you choose to make a mockery of me." He paces himself a bit, letting the edge disappear from his face. "You have business you wish to discuss. I have no interest in rescheduling out of spite, so speak. What is the proposal that you have for me?" As for the two bricks? Saki does not even give them a considering glance from the statement of their employer who hides behind a young girl.
Caleb Dykstra <<I am>>, the girl says, <<and I do have business for you.>>

<<It has come to my understanding that you have some rather... 'unique' individuals under your employment, and that you are always looking for ways to level the playing field." The girl smirks, <<After all... Capes and badges, am I right?>> She sighs, <<They do like to get in the way of a good business proposition.>>

<<Well...>>, he shrugs, <<As entrepeneurial as I am, supply and demand is always on the business card.>> A slight pause, <<What if say I have a couple things with which to level the playing field?>>
Shredder     The voice behind the girl has succeeded in arching the brow of the Shredder. "It would depend on what you have to help level that field. I'm listening," he says, an indication for him to move ahead. He takes the teapot in hand, filling both cups patiently, and passes one to the girl.
Caleb Dykstra The 'girl' flicks a finger and one of the bricks provides a small tablet, which 'she' directs to Saki. <<Watch closely.>>

The video depicts a homeless man, dirty and malnourished, that's been bound to a chair, and is injected with something. Shortly after, he begins to show signs of increasing body mass, and agression. A few more seconds later, and he's so violent that he was bound to, and heads for the camera, which cuts off.

The girl watches the video with a smirk, then looks back to the japanese man, <<Fucker owed me big, finally repaid his debt.>> Another pause, <<It took half a dozen o' my men, fully armed, to tire it down.>>
Shredder     Saki studies the video as it plays, a serious frown on his face. "Effective in at least a short span of time," he says. "Has it been refined? I have only limited use for rampaging monsters. And I have yet to learn what you want from me." He takes a sip of his tea.
Caleb Dykstra <<Sadly, it needs a stabilizing agent, of sorts>>, the 'girl' admits, sipping her tea, <<One can't have about strong soldiers whose reasoning is sent down the crapper, can one?>> He adds, <<Best to do with what you have.>>

The pause gets unusually quiet.

<<Or... You outsource.>> He looks at the Foot leader, <<My sources tell me the key for this stabilization may be found in mutagenic elements, which my boys have had no access to as of yet - again, I blame bats. In providing such, I am certain a good, agreeable result may be found soon.>>
Shredder     There's a sharp glare when mutagenic elements are mentioned. Saki isn't sure where the man learned of such things, but other than the mild surprise on his face at the mention of them, he says nothing to tip his hand. "And you want me to partner with you for the mutagenic elements. A compound that is extremely difficult to procure, you realize. Out with it. What is it that you will offer me to get your super soldiers?"
Caleb Dykstra And there's a wide smile from the 'girl'.

<<It there's one thing I hate more in Gotham than people who owe me>>, he says, <<are the Triads. Seriously, they like to get everywhere, mess with whole operations, you know? Plus, the way they like to treat their underlings... Man, talk about brutality, right?>>

Yes, moral upper hand smugness.

<<They got some businesses which are packed in 'hotspots', with people who don't really like them and want nothing less than them gone. For good.>> He offers, <<But, if someone were to get into that territory in a certain time and date of my knowing...>>
Shredder     Saki sits quietly, listening carefully. "You are offering to support the expansion of territory into Gotham?" he asks. "And I in return would provide the stabilizing agent for your super soldiers," he confirms.

    He quietly steeples his fingers together, contemplating this. "Other than geneneral muscle against powered individuals, what do you hope to accomplish with these soldiers?"
Caleb Dykstra <<What does anryone in our position want, really?>>, the 'girl' answers. <<Money... Power... Women... A place of our own, given enough time. Insert motivation in the blank.>> 'She' adds, <<But the fact remains, prying eyes are never welcome, are they?>>

One slight pause.

<<And speaking of prying eyes, this brings us to one slight request...>>
Shredder     Saki arches an eyebrow as the additional comment is tacked to the end. "And that is?" he asks.
Caleb Dykstra <<As you have likely noticed, I like to run a tight ship when it comes to my endeavours and enterprises>>, 'she' says, and flicks a finger. One of the bricks produces an envelope and passes it to 'her'. She opens it, and lays the pictures on the table, pictures that show a familiar face.

<<This kid... Caleb Dykstra>>, 'she' lays it out, <<Employed by me through his father for whatever task I'd tell him to do, has had a significant drop in performance. Claimed he had a few run-ins with creatures, 'crowds' he called them, with other capes that messed up what I told him to do. Funny how my boys ended up dead when he's the only one that got out of it.>> The voce coming out from the 'girl' sounds annoyed, angered even.

A moment to regain composure.

<<And then, laying a careful eye on this weak link in my chain, my men find some government guy hanging around him, even arriving in a /flying car/, and once even showing up in the middle of one of my operations. And not only that, one of my lieutenants even had a leg short of blown away by a sniper, so you can see this guy was a pretty big deal.>>

<<What's more, the little rat and his family vanished shortly after that. Either he had it already planned out, or the government guy helped him escape.>> The 'girl' clenches 'her' fist, and joints pop, <<I dunno how the kid got ahold of important information, or how the feds got to him, but that's a crew he shouldn't be hanging around with.>> 'She' adds, <<In all likelyhood, he's irretrievable, so perhaps it's time to start cutting losses. Now, if he's smart - and I can see he was holding back on me -, he told whom he worked for, so they would expect my men coming.>>

<<But, they wouldn't see coming those who like to work from the shadows...>>
Shredder     Shredder looks at the picture, giving no betrayal of recognition. His eyes drift back up to the host. "You want to remove a boy who annoys you," he says, the indication of his voice says that he thinks it's a bit of a petulant request. "My shinobi should have no trouble with this, but it seems auxilliary at best." He gives a dismissive wave of his hand. "As for your primary business, I will require three secure locations within Gotham for a introductory presence. Can you handle that?"
Caleb Dykstra <<I want to remove a boy who put fed heat on my operations>>, 'she' says, <<Just as it is in my best interest, for this partnership to move forward smoothly, it is also in yours.>> The 'make it someone else's problem' angle.

<<As for introductions...>>, another flick of the finger from 'her', and pictures and locations are provided, <<These will be to your satisfaction, yes? I recommend caution in the takeover. Again, bats...>>, 'she grins, <<Perhaps act when the belfry rings and they're deaf, hmm?>> A slight pause, <<These people here>>, 'she' points to specific targets, <<they won't mind if there's a new management. They might... ease your way in, maybe even keep the ripples from spreading all over the pond.>>
Shredder     "I'm not concerned with that Batman or his gang," Saki answers dismissively. "They are not active much during the daylight hours. It makes evading them fairly easy. I'll see to your trouble, but my scientists will work alongside yours in the development of your serum," he says, a tone that suggests he isn't interested in the potential rejection of this. "I want to know exactly what is developed."
Caleb Dykstra <<There it is>>, 'she' says, <<that sentence, right there.>> The person on the 'other side' explains. <<The fact no-one is ever concerned with the Batman is the very reason why they keep failing when he shows up. And he shows up with the homework already done, knowing when and where to strike. Bang!, there go ten million dollars down the drain. Bang!, there goes the Bratva leaders to the joint.>> It's 'her' turn now, <<And so that there won't be a 'Bang!, there goes your enhanced army', I reaffirm my statement: keep those ripples from flowing. Because you are most certainly not the first ninja clan he's stood up to, and came out winning.>>

<<As for your scientists, I'm sure my guys will appreciate the company.>>
