Roy Harper While this particular mission was never really meant to take quite this long, it is no real surprise that cleaning up Hell's Kitchen -- even just a few blocks around the Phoenix Tower Project -- has proven to be a more daunting task then Team Arrow could have hoped.

Afterall, they are not the first, nor the only ones who have tried to accomplish something like this.

But while the challenge might have proven to be a little bit greater then anticipated, that doesn't mean that they are going to pull back now. That's not really in them. It just means grinding away, night after night. That's nothing new to any of them either.

While Roy might not always be available, he does try to make time to lend a helping hand to the task when he is in New York and when he can spare the time. Like this particular evening. He already crouches on a rooftop only a couple of blocks from the Queen Consolidated housing project, a pair of infrared binoculars raised to his face periodically as he surveys the scene below.
Oliver Queen If progress has come slow in dealing with the Triad that seems to have such a lock on the criminal enterprises in Hell's Kitchen, it has still come.

Increasingly the maze of tunnels, passages and hidden basements beneath the neighborhood have been successfully mapped, both by long nights trekking through them on foot and increasingly by Overwatch's drone system that has been growing more and more effective as they have placed and concealed the necessary signal extenders.

Add that to the regular patrols that have at least put a dent in the Triad's operations and taken a number of low level operators off the street, and things certainly are better then they were when QUeen Consolidated stepped in to take over the Phoenix Towers Project.

Success has also been found at the Project, as an increasin number of repairs and improvements have made the housing complex increasingly secure and comfortable for the residents.

The corner might not have been turned -- yet -- but they are getting closer.

Out of the darkness there is a quiet swish and then moments later the Green Arrow is sliding up alongside Arsenal, peering down at the street below. "Anything yet?"
Roy Harper Some progress is better than no progress. On the whole Arsenal prefers to be optomistic about these sorts of things rather then looking at the doom and gloom side of things.

That's just par for the course given his sunny disposition. Besides, patrolling the Kitchen seems to given him an unending supply of drug dealers to beat up. Which is something that the redheaded archer is never going to complain about.

"PRetty quiet so far," Roy says without looking up from his survey of the street below, though he does lower the infrared binoculars from his field of view and just peers down at the street below. "Pretty sure that the info was good though. The guy was too terrified to lie about it. I don't like to say that he peed himself, but yeah, he peed himself," the redhead says with just a hint of a smirk.

He might not take the same satisfaction in terrorizing the criminal population that some of his fellow vigilantes do, but it's good to know that he can pull out the intimidation card when he really has to. Never a bad thing to have in the ol' back pocket.
Oliver Queen The sheer variety in criminal activity can be a little daunting. Or at least it might be for others. But Oliver Queen has a whole host of resources at his disposal. He has friends and allies. And he has an undeniable stubborness that pretty much guarantees that he is not going to give up, not going to take a step back, no matter what sort of long odds that they might be facing.

In this particular instance the crime in question is an extortion racket that has gone wrong. Perhaps emboldened by the slow turn against the criminal element in the neighborhood, a number of local businesses have refused to pay their most recent 'monthly dues'. And as such tonight is the night that the Triad takes their revenge by burning down those buildings.

In theory at least. If their information is good. And if they decide to go through with it. Afterall, Team Arrow has had some positive effects on the situation afterall.

"We'll see," Ollie says with an answering smirk. "These criminals can be so inconsiderate. Running late, assuming that they show at all."
Roy Harper "They just have no respect for our time. One more reason to punch them in the face whenever we get the chance," Roy agrees flippantly, that faint grin still tugging at his lips, glancing up for only a moment before his attention returns to the street below.

In this case, having the criminals not show up is probably for the best. There is always the chance that there are still people in those buildings, and having them endangered by arson attempts is no great thing. Even without that, this is still people's livelihoods that they are talking about. If they can avoid endangering them, so much the better.

Of course, the likelihood of the Triad simply deciding to let the business owners they prey upon getting away with this sort of defiance is probably pretty close to zero. If the reprisal doesn't come now, it will come sometime soon. Better for it to be when they are here, ready to stop them.

Fortunately it would seem that while the would-be arsonists are not terribly punctual, they still intend to show as it is only a few minutes later when an unmarked black van rolls up, coming to a stop in front of the roy of buildings that are supposed to be targetted.
Oliver Queen "See? Good things come to those that wait. Patience is a virtue. Pick your contrivance," Ollie quips quietly as that van pulls up.

It's always possible that it is one big coincidence of course, that the vehicle has a perfectly innocent reason to be parking right there in the middle of the night. But that somehow seems unlikely.

Still, the Emeral Archer waits patiently to make sure these are indeed the individuals that they are waiting for, perched beside his redheaded partner and peering down at the street below, that bow unslung from his shoulder and held at the ready.

His patience is rewarded moments later when the side door of the van slides open and a small group of men begin to bustle out, all dressed in black, all with ski masks and all seeming to carry jugs of what is likely gasoline, ready to be spread around the scene and ignited.

Bingo.

"Alright, lets do this. Try not to get lit on fire," the Emerald Archer says with a tight grin for Roy.

Then he's leaping from that perch.
