Bruce Wayne A Batman is never late, nor early, but arrives precisely when he means to? In this case, however, The Batman arrived at the Hall of Justice perhaps a few minutes Early, but that was more for a quick jaunt to the Watchtower to both upload and download a few updated files for their database (giving Red Robin at least a few minutes to get a glimpse of the facility, as Bruce allowed him to tag along). They're back Earthside now, seated at his appointed place at the big round table they use for their formal Earthside meetings...the "real" table is now on the Moon, but this replica serves well enough.

And so Batman sits, manipulating some information on the computer built into the wrist of one of his gauntlets, not unlike the one Tim has (though perhaps a bit less sophisticated vs. merely functional). He doesn't look impatient, but he's generally so stone-faced that it's often difficult to tell.
Tim Drake Red Robin rarely has seen the inside of the Hall of Justice. And the Watchtower not at all, so he's made the most of his momentary glimpse of things on the moon, but once they are back Earth-side the young man takes a seat next to Batman, his lips flattened in an identical line to his older mentor's. He's in costume, of course, like Batman, though unlike Batman he isn't tinkering with his wrist computer. He is perfectly still and disciplined, sitting at the 'big kid's table' and awaiting the others for the meeting this evening.
Oliver Queen The recent notice to the Justice League about a new group having been formed, one that could fit what his young protege needed right now had spurred Oliver to action, which meant calling out a meeting with Batman. One that would serve as bridge between Arsenal and the Outsiders..

And so it has that at the appointed hour Oliver was making his way in, dressed in the dark green leathers of the Green Arrow, bow and quiver set. He brought no technological gadgets with him, at least none visible, just a more-than-usual dour expression. With him was Arsenal and he currently speaking with him while they walked within. "It will be your decision. I am but here to make introductions." as if to clarify he wouldn't be the one taking the decision for the young man..

His focus does go to Batman and Robin when they walk in though.

"Evening." he dips his head in greeting, approaching Batman for that costumary forearm shake. Hey, it's almost a tradition.
Roy Harper Arsenal has rarely seen the outside of the Hall of Justice, so it's all news to him, but he seems to be taking it all in with a kind of curious interest as they make their way inside. He's in his dark red suit with its hood drawn back since they're inside and going to meet people, though the mask is in place and his bow on his back, everything tucked away where it belongs. Aside from that, which he never goes without, he didn't bring any technological gadgets with him.

He is probably the only non-dour person in the room, his expression relaxed, a bit idly curious, but otherwise not showing any sign of those hard-pressed lips or Oliver's broodiness. He gives a nod to Oliver at the words offered to him as they make their way inside. "Alright."

He walks alongside Green Arrow, hanging back when he makes his way forward to greet Batman. Roy, for his part, studies both Batman and Red Robin with interest, but certainly not long enough to stare or be rude.
Bruce Wayne Batman shuts off the screen of the wrist-computer and slides the covering panel back into place as Green Arrow and Arsenal enter the room. He rises smoothly to his feet as Starling City's protector makes his way over, and does indeed engage the forearm clasp. Tradition is tradition. Neither of them may be the most sociable members of the League, but there has been a degree of mutual respect and understanding for quite some time now. Maybe even an occasional "copycat" joke. When they think no one else is around to hear it. Wouldn't want to ruin their taciturn and brooding image(s) after all.

"Green Arrow. Not sure if you've met Red Robin." He indicates his protege with a brief gesture, and nods to Arsenal, "And you must be Arsenal." He then gestures to Green Arrow's nearby seat, and by extension the one next to it for Arsenal.

"So what can we do for you?" Batman asks simply enough. He does have some inkling, of course, but for the moment there's no purpose served in being particularly abrupt.
Tim Drake Red Robin rises to his feet, nodding politely to Green Arrow and to Arsenal, who gets the same considering look he had been given in return, though hidden behind the white film of his mask. "A pleasure to meet you, Green Arrow. Arsenal." He doesn't retake his seat until Batman and Green Arrow have taken theirs.
Oliver Queen "We haven't, no." Oliver shifts his gaze from Batman to the young Robin once they finish clasping forearms, silent, perhaps assessing the man's poise and mannerisms. If he takes any conclusion though he doesn't share, instead dipping his head in a greeting and extending his hand to shake Tim's. No forearm clasps. That will only come later!

"Likewise. I have heard of you though, good work in Gotham." He takes a step back and settles down on one of the chairs, bow resting against the side of the desk.

"It is my understanding that you have formed a new group." This he says to Robin, "One that I believe could cater to my protege's own growth. He has been doing well enough with me and on his own, but I believe it's time that he took the next step on his learning." his gaze drifting towards Arsenal.

"My aim for this meeting was for you to meet." He gestures between Arsenal and Robin. "And realize if Arsenal joining could be a good step for both the group and Arsenal."
Roy Harper Arsenal dips his head in a nod to Batman in return, "I am. A pleasure to meet you, Batman. Red Robin." He turns and dips his head in a nod to Red Robin as well after greeting Batman. Then he moves over toward the seat pointed out to him next to Oliver's and waits for Oliver to take his seat before he takes his own, seeming to be taking his cues from those around him. His own bow is set off to one side so that he can sit comfortably.

"I've been working with Green Arrow in Starling City for a while now, and a bit on my own in New York since I've been going to boarding school up there as well. I've learned a lot, but there's always more to learn, and from what I've heard, the team is made up of folks more around my own age." He glances over at Green Arrow and his lips twitch into a bit of a sidelong grin, "Not that I don't value my time with my mentor, of course."
Bruce Wayne "They all leave the nest sooner or later." Batman's tone is never really wistful, but that might be as close to it as he gets. That might even be the half-formed beginning of a smile that ever-so-barely touches his face (well, what can be seen of it) before it's back to business. "Well, it sounds as though most of the talking needs to be done by and between these two young men. I provide the Outsiders with material support, and I've pointed Red Robin in the direction of one or two prospective members, but who is or isn't on the team is his decision."

He looks to Red Robin, "I can, however, vouch for Green Arrow's skill and competence. I don't believe you'll have any reason to doubt Arsenal's practical skills and fieldcraft."
Tim Drake Red Robin looks as grim and stern as his mentor as he looks to Arsenal. "None of the membership Batman has pointed us to have been in error," he begins tersely. "The Outsiders, though, are not the Titans. We're not the public appearance sorts, and we're trying to keep a pretty low profile. If we're doing our jobs right, the public shouldn't even know we exist. We have a lot of good work to do, but it's mostly in the shadows." He glances towards Green Arrow, giving the man a nod, before looking back to Arsenal. "Though if he's your mentor, you likely already know how that works."
Oliver Queen Ouch, right to the heart. The weight of the years. It makes Ollie lift a brow and cast a quick glance at Arsenal. A brief snort, "Different perspectives will be good for him." he says before nodding at Bruce, "And yes, exactly. Leaving the nest will be important. I feel this team may have what he needs."

He loosely wraps his arms about his chest, attention falling upon Red Robin. The young man's stern manner is indeed something of note. It makes him smile faintly. "Being low profile is exactly why I believe it'd be a good fit, and where his own skills will be use."

"It is very much how we act back in Starling City." Well, the rest of the team at least. Since Green Arrow has that whole public figure going on with the Justice League, specially now that it has returned.
Roy Harper Arsenal listens, his attention moving from one to the other as they speak, studying them with interest, making note of what they have to say, and nodding when Batman indicates that the choices are up to Red Robin as it's his team. It's to him that Arsenal turns then, noting that grim visage. It makes him crack a little bit of a smile, though. Not that he isn't taking things seriously, but the broodiness just way more than he can handle without a little grin slipping through. His words, however, are serious.

"I'm not interested in photo ops and lens flashes. I'm pretty partial to unseen rooftops and deep shadows, myself. I'm interested in doing the work." He nods in Green Arrow's direction and says, "Low profile is the way we operate. I'm good with that. And I'm still working with Green Arrow and the others on the team."

He then turns his attention fully back on Red Robin, But yeah, new opportunities, a chance for a new perspective. I think it'd be a good experience, and I think I can help. If you're willing to give me a shot. If you don't think I'm a good fit? No harm, no foul."
Bruce Wayne Batman falls mostly silent. He does give the assessing look to Roy, but if he finds him lacking in any way he doesn't voice it, and Ollie well knows he /would/ if he found something. In fact, Batman rises from his chair, nodding to Arsenal and Red Robin in kind, "Well, it seems time for us to let the two of you talk." Batman looks towards Green Arrow and notes, "If you're up for a quick sparring session, Green Arrow, I'm game. You can tell me about what's going on on Lian Yu and I'll tell you some stories about Owls." How does he know about Lian Yu? Probably because he's Batman. But either way his tone is serious...he doesn't consider either of those things laughing matters.
Tim Drake Red Robin waits respectfully for the two men to leave their younger proteges to talk things out before continuing. The mention of Owls does cause his face to visually tighten for a moment, but it fades back to the normal BatScowl(TM)(R).

Once they are alone, Red Robin stands up, leaning against the back of the chair. "So..." he begins.

"...ever spar with a Kryptonian? I'll give you some tricks." There's a flicker of a grin there for a moment... it seems Red isn't grim all the time, at least.
Oliver Queen "I agree." Oliver says about letting the two talk. Time to leave the nest! Flllyyy, young Arsenal! (Ok, maybe not literally) He gets up to his feet so as to move out of the room along with Batman.

"I will see you back in Starling. A pleasure to meet you, Red Robin." and then he begins to walk out with Batman..

Owls and Lian Yu? That makes him frown and let out a pensive mmm. "You are on." he says. "Been a while since we have had a go."

Yet even with his more light-hearted words there is no doubting on the severity he feels about those matters, almost as if his shoulders have gained an extra weight. But nothing some good sparring won't solve! And sharing with his old friend.
Roy Harper Definitely not literally. That would not end well for our young hero. He gives Ollie a nod and says, "See you back in Starling." He then gives a nod to Batman and rises as everyone else does. "It was a pleasure to meet you, Batman." Then he watches as the other two depart before turning his attention fully back on Red Robin.

"Nope, but Green Arrow doesn't pull punches so, I'm used to taking a few bruises for my troubles. I'm going to assume the biggest trick is -- don't get punched through a wall if you can avoid it?" Arsenal asks with an arched eyebrow and a grin.
