Alexander Sartorius was a cancer researcher who received funding from mobsters. When he refused to sell his research to a despotic nation, they murdered him family and placed him in a nuclear reactor. Instead of dying Sartorius became a glowing skeleton with a burning touch. He wreaked his revenge on the gangsters and embarked on a criminal career as Dr. Phosphorus.
Timeline

Timeline:
1969 Alexander Sartorius is born to a upper class family in Gotham City.
1987 Alex excels in school, eventually awarded a full scholarship to Gotham University.
1991 Alex enters Columbia University to study medicine.
1995 Alexander graduates as class valedictorian.
1998 Sartorius joins the Peace Corps. While stationed in Bialya he meets Priyam and falls in love. They wed and he brings her to America.
2001 Priyam and Alex have a daughter. Tragically, Priyam is diagnosed with inoperable brain cancer.
2014 Sartorius makes strides in radiotherapy for cancer treatments. Unfortunately, his funding is cut while he is closing on a cure. Desperate he turns to mobster Rupert Thorne for funding.
2005 Sartorius makes some progress but learns Thorne is going to sell his research to a despotic regime. He holds back information. Thorne, angered kills Priyam and Alex' daughter. Alex is made to watch. Thorne locks Alex in an experimental reactor. Alexander Sartorius is transformed into Dr. Phosphorous and driven insane. Phosphorous burns through the reactor vessel and escapes. Dr. Phosphorous murders Rupert Thorne and his wife. He then takes over Thorne's empire, killing anyone who objects. Few do.
2008 Dr. Phosphorous lives the high life, through bizarre parties for his crew. He is eventually brought down by a SHIELD task force. He is sent to Arkham Asylum.
2000 Arkham has great difficulty controlling Dr. Phosphorous. He is sent to Belle Reve.
2019 Phosphorous is 'recruited' to Department M -the Creature Commandos by Amanda Waller. He is controlled by nanobots injected into his bloodstream.
2020-2024 After several missions, Dr. Phosphorous, demonstrates the ability to destroy the nanobots controlling him. He burns a hole in the prison walls and causes a mass escape as a distraction.
2025 Dr. Phosphorous makes his way to New Jersey!

Logical:
Alex Sartorius was a brilliant doctor and gifted with a keen analytical mind. So was Walter White. Dr. Phosphorous likes to analyze a situation, seeking advantage for himself and how to accomplish his mission. He's a student of human nature, the more base sort and can usually sort out motives and strategy.
Loyalty:
Sartorius has loyalty to his team, whether they be humans, monsters, soldiers or criminals. He'll give team members a pat on the back or make an occasional joke with them. He is far less lethal if a fight does break out, usually using his fists and limiting his powers to first degree burns in the case of unarmored opponents. He does watch out for the weaker and more innocent members of his team.
He has no problem lying or dealing damage to protect a team mate.
Priyatel Skelet:
(Friendly Skeleton) At times Alex Sartorius, the humanitarian, takes charge. Alex is not cruel to the truly innocent. He is kind to children and doesn't judge people by their appearance or circumstance. He'll still kill people to accomplish his goals, but not innocents.
Ruthless:
Dr. Phosphorous shows no mercy in combat, or if he thinks he's threatened. Death may not come quick enough to you.
Sarcasm:
Dr. Phosphorous has a black belt in sarcasm. He will cut you to the quick while your smart comeback is still loading. He will let people know when he smiles sarcastically. He's helpful that way.
Sociopath:
Dr. Phosphorous buries his emotions deep and usually acts cold and calculating. He will make grim jokes about his crueler acts. He will taunt a person before burning their faces off. Sartorius seems to lack empathy entirely, being concerned mainly about himself.

Powers

Durability:
Sartorius has enhanced durability and can endure heavy blows and strikes with blades and low power bullets. He can withstand multiple attacks by highly trained martial artists. He can be stunned or even knocked out by enough blows, but the damage will be minimal to his bizarre pseudodermis.
Energy-Based:
Dr. Phosphorous is partly composed of energy. His internal organs are energy. He doesn't need to eat, drink or breathe. He does like eating though. Dr. Phosphorous generates energy to sustain him from unknown sources. Poisons and diseases do not affect him. He may be able to live in any environment.
Intelligent:
Dr. Phosphorous is usually the smartest guy in the room and knows it. He won't come right out and state this (but see Sarcasm under Personality.) He is a world class medical researcher, oncologist and expert on radiation, almost on par with Otto Octavius in the latter. He is easily a genius.
Longevity:
'Radiation has its privileges ,' to quote Larry Trainor. Sartorius has not aged since becoming Dr. Phosphorous. He may be virtually immortal.
Physically Enhanced:
Dr. Phosphorous has borderline superhuman strength. He can punch through a man's chest or a brick wall. He is strong enough to jump to a second story window. Dr. Phosphor can run as fast as a gifted athlete.
Radiation Control:
This is Dr. Phosphorous' signature ability (this and being a glowing skeleton). Within arms length he can generate deadly, disintegrating radiation. Powered up he can cleave a tank in half. He can create energy shield to protect him from conventional weapons or superhuman energy beams. Powerful enough attacks may stun or injure him. Sartorius is immune to radiation. Again all bets are off with a Kryptonian's heat vision for example.
Temperature Control:
Dr. Phosphorous can make his body blazing hot. His skin temperature at maximum can inflict third degree burns (or worse if he prolongs contact). Dr. Phosphorous is largely immune to cold though cold may dampen his powers.

Business:
Dr. Phosphorous not only took over Thorne's (RIP) empire, he ran it like a boss. He picked up a fair amount of business skills, especially for shady businesses: angel partnerships, money laundering, and tax evasion.
Hand To Hand:
His gangster days and a long prison term made Dr. Phosphor a competent brawler. Combined with his enhanced strength and durability he is almost a match for top tier martial artists (special forces, high end mercenaries, low end superheroes). Against ordinary troops he can fight off a half dozen or so normal troops or police tired of living. He has no problem cheating with his disintegration touch.
Leadership:
Dr. Phosphorous is a decent leader when he bothers to be one. People rally around him, especially criminals and the disadvantaged. Despite being a glowing horror or perhaps because he is one, he has a commanding presence. His intelligence and confidence lets him lead even unruly types.
Medicine:
Alex Sartorius was going to change the world with his radiation therapy techniques before tragedy struck. He doesn't use his medical training much these days but could call on it in a pinch, if patients don't mind being treated by a glowing, radioactive skeleton man.

Glowing:
He's a GLOWING skeleton. He stands out even more at night, though he never needs a flashlight. It sometimes makes sneaking about difficult -like at night!
Radioactive:
Well... a little. There should be no problem unless you're sitting next to him for a long ride or share a room. In that case please enjoy your complimentary vasectomy! It does mean a geiger counter could point him out or possibly track him, you know if you miss the glowing thing.
Skeleton!:
That says it all. His flesh is translucent and glowing softly. You can't see his eyes or expressions ("I'm smiling sarcastically now...") It makes him hard to read at times and he always stands out in a crowd. A great many people will flee at the sight of him.
