Chuck Taine is an alien on his home planet, living nearly a thousand years before his time. He's a hero, though you wouldn't think it to look at him. He's an engineer, though you wouldn't think it to look at him. His power of super-bouncing makes hm a very useful person in a fight though... you get the idea.

Timeline

Timeline:
2950- Charles Foster Taine is born on Earth.

2960- Apprenticed to a scientist, Chuck is accidentally exposed to a solution that gives him the power of super bouncing. Fired for clumsiness, he apprentices to an architect.

2963- Applied to Legion but rejected.

2964- Accepted to Legion after he stops a robber tasering anyone who has their feet on the ground. Chuck demonstrates other uses of his 'silly' power.

2964- Chuck appoints himself Legion Morale officer and wins over the team.

2965-2966- Chuck becomes the first Legion Reservist after his powers begin phasing in and out. A new treatment restores his powers permanently.

2967- Returns to Legion. Chuck begins honing his detective and military science skills with an eye towards teaching at the Legion Academy. He also masters calculating trajectories and ricochets on the fly.

2969- Battles and defeats Jungle Master and his Earthquake Beast. A lot of people lost money betting on that.

2970- Begins teaching new Legion applicants at their Academy. He also gets a pilot's license. Many Legion members agree never to let him fly them.

2975- With the introduction of the modern flight rings, Chuck ponders his value yet again. He goes on an extended leave.

2977- Returns to the Legion to help with the expedition to 2022.

Personality

Friendly:
Chuck can make friends with nearly anyone. He enjoys helping out people, especially new Legion recruits. He's on good terms with nearly everyone. He is very gentle in his approach to people, not the sort to scare off the shy or introverted. He was shy at one time.

Happy:
He's good company. He likes hanging, having a beer and shooting some pool. Or he'll just talk. he's been described as the happiest Legion member.

Low Self-Esteem:
Dunning-Kruger anyone? Chuck is more capable as a hero than he thinks. He will let the more powerful members of the Legion steal the spotlight at times. He is capable of standing up for himself after accepting enough of this nonsense. He has demanded a place in dangerous mission, just to offset his low self-esteem. Nevertheless, he does get depressed at times.

Persistent:
That little ole ant moving the rubber tree plant had ADD compared to Chuck. When he knows what has to be done, he will do it or try with his dying breath. Chuck does not give up easily. He never gives up on his friends. Even Brainy.

Air-Bag:
Chuck can adjust the density of his flesh, making it a spongy cushion to soften falls and save people from injury.

Invulnerability:
At maximum expansion, Chuck can survive massive impacts superhuman blows. They're more likely to knock him away than inflict serious damage. Nonetheless blows from top tier superhuman will hurt. He needs to reach his maximum expansion for this level of resistance. He is still vulnerable to edged, energy and projectile attacks.

Morphing:
Chuck's body can expand into a sort of humanoid balloon. At its greatest expansion his arms, legs and head sort of meld into it making him hard to hang onto. He is not inflating. Shooting him with a dart will do little besides making him angry. It's also unlikely to reach his vitals. He can double as a flotation device. He is also phenomenally difficult to restrain, as he usually has some degree of expansion on and can shed extra inches to slip out of bonds.

Super-Bouncing:
Chuck can bounce with enough force to bowl over numerous normal humans. Even superhuman may notice a charge by Bouncing Boy. When he is bouncing about he can be a very difficult target. In terms of travel, a single bounce can take him a few kilometers or a hundred meters in the air.

Combat Training:
Chuck has passed the Legion courses on hand to hand combat. Without his powers he can still defend himself in a scrape. He has a mean haymaker.

Detective:
Though he does not act like the sharpest tool in the shed Chuck has a sharp eye and good deductive reasoning. He has performed several independent investigations.

Engineering:
Chuck has a professional degree of engineering knowledge, centered around building and repairing buildings and bases.

Flight:
Despite his bulk, Chuck is a decent flyer using the standard flight rings. He doesn't use his except for space travel. It's a personal choice. It's like Aquaman buying a sub.

Pilot:
Don't believe the others. He is a very good spacecraft pilot. He just cuts things a little close; planets, gas giants, blackholes...

Trajectories:
Years of ricochets and rebounds have made Chuck a pro at calculating angles and arcs. The team members learned long ago not to play pool with him for monitor duty, or anything else.

Flight Ring:
Standard issue to the members of the Legion of Super-Heroes and invented by Brainiac 5, the Legion Flight Ring is made of Nth Metal and bears the logo of the Legion of Super-Heroes and grants the wearer the ability to fly effortlessly, or levitate in the air. The ring has limitless power and no real limit on speed, but does not offer protection from air resistance so without invulnerability the wearer could be injured flying too fast. It emits a thin protective barrier that retains breathable air and resists extreme temperatures. It also provides effectively telepathic communication with other wearers of the rings, and can translate for the wearer.

Pool Stick:
Chuck has a custom made pool stick made of Fullerene. When it is not needed it morphs to a small thick disk.

Weaknesses

Heavy:
Chuck is fit enough, but you wouldn't take him for an Olympic Athlete. This is compounded by his power being left on at low levels usually. He is a husky fellow and can have trouble getting a seat etc.

Memory Lock:
Chuck has been strongly conditioned not to use any of his future knowledge in ways to change the past. No extorting money for not telling secret IDs. Mostly this is rendered mot by his home time zone being so remote. History provides a garbled view of our time. For example the Alamo is a major historical monument where 'Nicaraguan strong man George Washington hold up after World War IV.' Mostly this exists to keep him from building hover bikes gratuitously. The conditioning can not be set aside lightly.

No Limbs:
At maximum expansion Chuck's limbs disappear into his body. He can't give someone a ride or even carry anything.

Normal Human:
Chuck has no more durability than an ordinary human if he hasn't expanded. He generally has morphed a little to offer some protection but could be overwhelmed or sucker punched.

Weak Powers:
His powers have faded out at times. He's not sure why. No one is. This can happen without warning but he seems to have gotten better over the years. It causes him moments of doubt as you could expect.
