Elemental Clear

The Clear is part of the [[[Elemental Parliament]]]. These are potent [[[ideologue]]]s who represent elemental forces on many worlds.

The Clear represents the oceans. Not simply bodies of water, but the ecosystem that is water. All marine life, the water that holds it, the oceans, are under the purview of The Clear. Those who are empowered by The Clear to act as emissaries and avatars can communicate with marine life and exhibit powerful hydrokinesis. Emissaries are guided by the Parliament of Waves, a collective mind that exists in The Clear's demesne.
