It allows the entirety of the Oan people to concentrate their latent powers into the battery, and then redistribute that power to their agents among the Green Lantern Corps.
The use of these crystalline energy matrices is an artifice known to very few outside of Oa. Celestials use these crystalline constructs to store and focus energy in their armored suits.
