There were many ways the weather could be influenced these days, from Global Warming to Alien events, mutant abilities or event tech utilized by those like the supervillain 'Weather Wizard'. Some of those were self-balancing, some were wielded by those who understood the consequences of such forces and wielded them with caution...and others not so much.
That was how a 'freak' storm had indeed been freaky, coming on out of nowhere and sweeping over the mountains. While many had been evacuated, a bus load of students on their way back from a camp had called in that they had become stuck along with several hikers that had been on the trails. Volunteers had began the search and the treck to help people get to safety before things escalated....
Then there had been an explosion and what had started as an intense storm was now an instant catagory 3 hurricane and rising. Volunteers were forced to retreat and now the only ones who could venture in were those brave to the point of foolishness...or the superpowered.
That was how a certain waitress from Joe's Diner in Happy Harbour had come to be here. Of course she wasn't here as Sunny Harlow, Varsity cheerleader, student and part-time waitress...wrapped in her newest suit complete with her cape she was 'Indestructibelle'! A blonde viltrumite heroine who'd been zooming towards the mountain only to be caught by the storm.
Sure it might not hurt her, but the sudden inverting of her cape and hair in her face had the heroine giving the self-censored cry of "Oh F-uuuuudge..."

There are times when Nessa just happens to come along something troublesome and help, but there are other times when she actually hears about something she's well-suited for helping with. So when she heard of the storm, she figured she could help. While she's no flyer, sliding along a bridge of ice she makes as she goes is pretty useful for getting over the ground that's water. She's not one who deals with hurricanes, but she does know how to get people out from storms at least.
