Ivana Baiul is a sadist that has spent her life making experimental subjects of children and teenagers and trying to condition them into being brainwashed soldiers. She revels in making others suffer and takes a personal hand over in the conditioning of her toys. Leads a personal hit squad called DV8 that she sends after their fellow Gen-Actives.
Timeline
Timeline:
* 1967: Born in California to parents who were members of the CIA, Viktor and Hyde Baiul
* 1980: In fight with child at school, nearly kills them. Shows sign of extreme aggression.
* 1984: Graduates High School, showcases extreme intelligence, recruited into intake program for CIA
* 1985: Recruited into DEO, trained as field agent
*1989: Several promotions, transferred into Department of Metahuman Affairs, then to Weapon Plus.
* 1994: Multiple years at the group showcase a talent for interrogation and experimentation. Primarily works with determining how meta-entity traits are generated and how to replicate them
* 2001: Develops a reputation as a sadist. Calmly executes two prisoners during interrogation. Reassigned.
* 2001: Works with a group within the government that specializes in attempting to create genetically activated assets. Department primarily works with government employees that already have powers. Unknown to most, the program has been operating since the Vietnam War with some degrees of success using soldiers for genetic experimentation and augmentation. Most are retiring.
* 2005: Ivana works with John Lynch, a respected veteran of Stormwatch and a 'White Knight' if there ever was one in the Black Ops community. Ivana discovers that children of members of the department showcase potent genetically activated powers, or Gen-Actives.
* 2006: Ivana proposes the taking of these children to use them for conditioning to make loyal soldiers to the government that have normal lives and are put as sleeper agents. Has John Lynch (presumably) killed. The program falls within the aegis of those whom are more sympathetic to such a plan.
* 2010: John Lynch is not dead. He and other members of Team-7 and their friends help rescue many kids targeted by Ivana. Those they rescue are given cover identities. Others are not so lucky.
* 2015: The expense of maintaining separate facilities for reeducated youth and raids by Team-7 members constantly has most of the project canceled. Some small remnants continue on. The public activities of a few of the escapees make it's restart unlikely to be continued
* 2018: Ivana becomes obsessed with cybernetics and spends much of her time personally training unfortunate Gen-Actives who were not rescued, engaging in constructive torture. Over time, conditioning methods are improved. Creates her own 'personal' hit squad, which she deems DV8.
* 2020: Ivana, seeing the promise in her program, starts shopping out her 'results' to terrorist organizations, such as Hydra.
* 2021: In a lucky break the protection network that Team-7 keeps up with the Gen-Active kids they've rescued is broken and various terrorist groups that Ivana has made contactds with throughout the years agree to restore funding. Most Team-7 members are killed in raids or neutralized. With the promise of superpowered agents with normal lives that at the flick of a switch can be turned into super soldiers, they can only imagine the destruction they can wreak..

Psychotic:
Ivana Baiul is a classic psychopath who enjoys making others suffer and inflicting pain on them. She gets a thrill out of abusing and torturing others.
Schemer:
Ivana is a patient schemer who plans for the long term. Just you wait, you'll get what's coming and what you deserve.
Self-Improvement:
Ivana wants to be perfect. Cutting edge. Ahead of the curve. She seeks to constantly improve herself by exercise, learning, and.. New enhancements. She's replaced most of her body with cybernetics for a reason.

Administrator:
Ivana has spent multiple decades working in the intelligence business, through Stormwatch, and other groups. She can easily run a large military or corporate organization effectively, launder money, delegte business, manage and maintain it, etc. She can organize groups of several hundred if not more individuals spread throughout the world with extreme efficiency.
Combat:
Ivana is an excellent combatant, trained in multiple martial arts, combat styles, and is an excellent marksman. She is a fair tactician as well.
Cyberneticist:
Ivana is fluent in cutting edge cybernetics, robotics, biology, meta-genetics, etc. She is highly skilled and knows those who are and has them on speed dial.
Interrogator:
Ivana really shines as an interrogator. She is an expert in torture, mindgames, and in the abstract. WIth time and conditioning and the proper facilities, Ivana can give people new names. New identities, new memories, new personalities. She's able to figure out triggers and psychological buttons in people. Over the years she's had a few 'personal cases' for people she's kept under her thumb to torment that are wretched pieces of meat.
Planner:
Ivana is an excellent planner, whom can make long term plans that take years to come into fruition, with multiple failsafes and contingencies. She is also adept at improvisation and adapting on the fly. She excels however in using technological advances for scheming, planning ahead for what the future will bring.
Seduction:
Ivana is an excellent seductress who prides herself on being able to manipulate others and play them to her whims. This is not only sexual, but she is excellent at reading moods and mannerisms of others and playing them along.
Resources
Agency:
Ivana has a great amount of resources, 'official' or not from CADMUS and other groups that she has worked for/with. These include safehouses, laboratories, medical complexes, soldiers, etc. She runs an extensive operation that involves hundreds of people and victims having their lives made better. So long as her experiments give results, her funding is virtually limitless so long as she pleases those who pay her.
Cybernetics:
Ivana has had most of her body replaced with cybernetics. She has a metal plate in her head which makes her resistant to telepathy, she has enhanced reflexes that let her perceive, respond, and react to bullets. She has enhanced senses that are on par wiht that of a dog and has telescopic vision on par with that of an eagle. Her 'body' is made of an enhanced alloy with ceramics that is immune to anything but high calibre gunfire. She can easily take small arms fire, explosives, blows of up to ten tons of force in the short term. She is able to lift easily five tons, and up to ten though this is damaging to her. She can grow blades from her hands that can grow up to fifteen inches that are made of titanium and have monomolecular ends. She has also dispalyed the ability to make an electroshock bullwhip. Her cybernetics are hardened to give her some resistance to EMP's.
Dv8:
Ivana's personal kill-team of Gen-Actives she has spent years torturing and personally conditioning as her team of psychotics is called DV8. They are powerful, and have all been made to greatly suffer by her. Their conditioning is likely impossible to break and they will obey her every order. They are powerful and dangerous, and answer only to her.
Weaknesses
Cybernetics:
Most of Ivana's body has been replaced with cybernetics. She cannot heal, she must be 'fixed'.
Gen-Actives:
Ivana has an obsession with Gen-Actives and has pursued them over time, well beyond any sort of personal interest or effectiveness. Various ones whom have gotten away, particularly kids of Team-7, are ones that she's waited for years to pursue. They are her obsession. And that could be her undoing.
Sadist:
Ivana cares little for anyone or anything beyond her 'projects' of whatever twisted pursuit she's after. What she does is horrifying, and she maintains control often through torture or fear. She has those she cooperates with and that help her pursue her agenda in a purely transactional way. Almost no one is loyal to her that she hasn't tortured and conditioned into it.
