The Pierce family seems to be wrapped up in the metahuman question one way or another. Since Donald had bigotry covered, Justin took on law enforcement, hopefully for everyone's benefit. He is just a decent man trying to keep order in a new world filled with superhumans, some who need protecting and others who need protecting from.

Personality

Decent:
Justin really is a decent human being. He does his best to do the right thing overall and by the people around him. He is fair, tries to be even-handed, and generally owns his mistakes.

Pragmatic:
Years of working in law enforcement have made Justin eminently pragmatic. He is not driven by idealism and is not hidebound; if the letter of the law or social expectations get in the way of getting the right thing done, then so much the worse for them. This flexibility has served him well in a world where literal gods and demons walk the Earth.

Tenacious:
Justin is nothing if not tenacious. Once he sets his mind to something, he is not easily deterred.

Skills

Climbing:
Justin is an accomplished climber, capable of free-soloing demanding pitches, climbing in most conditions, and leading climbing expeditions. He was a sponsored pro-climber for a few years in his early 20's and never lost the passion. There are few gyms that sport climbs he cannot do; double dynos, single-hand hangboard holds and the like are in his reach.

Investigation:
Justin is a very capable and experienced investigator with training in the full range of modern major case investigative techniques; interviewing, searches, managing informants, surveillance, and warrant writing are all in his purview.

Outdoors Enthusiast:
In addition to climbing, Justin enjoys mountaineering, snowboarding, snowshoeing, mountain biking, kayaking... Pretty much anything that keeps him outside and active. He is a top-end weekend warrior not a hardcore survivalist, but has a wide range of skills that support his adventures while keeping him safe. Beyond very basic fishing, hunting, fishing, trapping and the like are not in his skillset.

Tactical Training:
Justin has training in police defensive tactics, pistols, carbines and assault rifles, high-risk takedowns, and a lot of experience using his training in his career. He is no martial artist and is not ex-military, he just knows what they teach and enough to have stayed alive. So far.

Undercover Operator:
Justin is trained as an FBI undercover operator. He has experience working his way into a variety of social settings, developing and maintaining cover, and gathering admissible evidence in the process.

Contacts:
Over the years, Justin has accumlated a range of professional contacts in law enforcement, including his roommate. He has met a lot of people in different walks of life. There is a chance he knows somebody who at least knows a little about something. In the climbing community, Justin's contacts are much stronger. He is friends with some current pro climbers and people in the mountaineering community as well.

Fbi:
Justin is an Senior Special Agent. For official purposes related to his duties he can get help, whether that is backup, investigators, information, and the like. The operative word is official purposes in line with his duties and section's priorities. He can count on limited help from local law enforcement as well, though how much often depends the strength of contacts and the whims of superiors.

Sink:
Justin is a working professional with no kids and no divorces. He makes a little over $100k a year, has a solid 401K, and great health coverage. He receives a cost of living adjustment to help with living expenses in New York. Even so, it's New York. Justin lives in a 2-bedroom apartment in Brooklyn with a roommate, NYPD Det. Lucia Rasgado.

The Goat Climbing Gym:
When he was transferred to New York, Justin took the money from selling his home and put it into opening The Goat Climbing Gym. It is a new gym in Industry City, Brooklyn. He has a (very) small staff of young climbers and a small but growing membership. Whether it grows fast enough for his business to survive its first year is anyone's guess. If it fails, it will take Justin's savings with it.

Weaknesses

Crazy Uncle Donald:
They say we don't choose our families, but wow, Justin got stuck with a doozy. The secretly terroristic, very wealthy, sociopathic and openly mutant-hating Donald Pierce is Justin's paternal uncle. He avoids his uncle when at all possible, but people who figure out the connection are quick to make assumptions. Being wrongly painted as a bigot, or welcomed as one, has happened more times than Justin cares to think about.

Decent:
Justin has a lot tied up in his self-image of being a decent guy. Even when it would be easier, and smarter, to be ruthless, he just isn't. Letting someone escape to help civilians, giving borderline second chances, and not taking bribes when approached by organized crime are not great for one's health.

Just a Guy:
Justin is only human. He is susceptible to all the ill and injuries that go with being baseline humanity.

Orders:
Justin has certainly bent some rules or leaned heavily on his discretion to make the right thing happen. That's law enforcement. But he is no rogue agent. If his superiors order him to do something, or not do something, he had better not or he could face some serious consequences.

Rules:
There are rules that law enforcement officials are supposed to play by. Not following them is a great way to lose cases, get blackmailed, demoted, or fired.

Super Mad:
Some super people are super mad at Justin. The problem with solving metahuman crimes is it involves bringing down metahumans, many of whom do not take kindly to Justin doing his job. There are a few metas who would enjoy seeing Justin get what's coming to him.
