In the wake of the tidal wave that hit the Eastern Seaboard, Gotham is severed from the mainland. In a controversial decision, the U.S. Government declares Gotham to be "No Man's Land" - no longer a part of the United States and refusing aid to any who remain behind. The city's villains carve out pieces of the city as their own personal fiefdoms, while the mysterious Batman and those members of the GCPD who choose to remain struggle to maintain order.

After six months of lobbying in Washington D.C. by billionaire and Gotham native Bruce Wayne, the decision is rescinded and rebuilding commences. Seeking to regain the shattered trust of Gotham's citizenry, federal funding is provided for the Hyperloop which is constructed to link much of the Eastern United States using this cutting edge transport technology.
