Born in the 30th Century to Meloni Thawne, herself the daughter of EarthGov President Thaddeus Thawne, and an amnesiac and time displaced George "Digger" Harkness, he was taken from his mother and his time, at the tender age of four. Arriving in the year 2004, he was put up for adoption in Melbourne, Victoria, where he eventually took the name Mercer. Many years later, Digger engaged the Calculator to help him track Owen down. Shortly after their reunion, Digger was believed "dead", Owen went to jail for trying to claim the body by force, and after befriending a member of the Outsiders, he found himself released, and welcomed into the hero community.

Timeline:
2996: Born to Meloni Thawne and a time displaced and amnesiac George "Digger" Harkness (Captain Boomernag).

3000: Four-year-old Owen leaves the future with his father, George "Digger" Harkness (Captain Boomerang).

2004: Four-year-old Owen arrives in the past with his father, George "Digger" Harkness (Captain Boomerang), is put up for adoption in Melbourne, Victoria, and later takes the surname Mercer

2016: Tracked down by the Calculator at the behest of George "Digger" Harkness" (Captain Boomerang). Meets Digger again, trains with boomerangs, and discovers his Speed Force abilities.

2017: Informed that George "Digger" Harkness is "dead". He seeks custody of the body in order to conduct a proper burial. The United States Government denies his request. The Rogues assist his attempt and he is incarcerated.

2018: He befriends a member of the Outsiders. He refuses to escape when an opportunity presents itself. The Outsiders arrange for his release from prison. He joins the Outsiders.

Personality

Confident:
Owen Mercer exudes a sort of quiet confidence. He's not brash or loud, but instead calm and collected. He knows exactly who he is, and what he is doing: most of the time anyway. He's the kind of guy who can get along with anyone, who doesn't like to make waves, and understands that less is more.

Snarky:
Conversely, he has a wicked tongue. There's always a snide remark perched on the tip, threatening to break free. The more comfortable that he is with someone, or the more scared he is, the more likely that aspect of his personality is shine through.

Susceptible:
This may have something to do with his abandonment issues. His default personality is akin to a protective shell, while there is the underlying charmer, yearning to break free. He functions best when in the presence of a strong leader, as he is highly susceptible to manipulation, despite his intelligence and street smarts.

Aura:
Speed kills. Literally. Moving at high speeds should shred fabric, flesh, and bone. But none of that happens, as he seems to have a protective aura around him while using it. He, everything on him, and anyone he might be carrying, is immune to all those nasty physical effects of heightened travel. Seriously, the damage you would do to your eyes alone would be substantial enough to never have a second attempt. That is, if he didn't have this protective aura.

Speed Bursts:
Although Meloni Thawne did not..., does not, will not? Er, let's try again. Owen Mercer inherited access to the Speed Force from his mother, even though it has skipped at least one generation. He didn't find this out until he was practicing throwing boomerangs with his father, George "Digger" Harkness, the original Captain Boomerang. Since that day, he has learned that he can accelerate thrown objects, or engage in short bursts of super speed. He's probably slower than most other speedsters, and could never keep up with them over a long period of time. But he's faster than any regular person. And he doesn't seem to suffer any consequences of it, nor does his clothing. So it's a win-win.

Strength:
There seems to be an unwritten rule that while using the Speed Force, people can carry loads that they would otherwise find difficult. If he has to carry someone, from a potentially anorexic ballerina to a technically obese sumo, he can do it. He just might not be able to do it when not accessing the Speed Force.

Boomerangs:
Captain Boomerang, Jr. isn't just an expert when it comes to throwing boomerangs. He also maintains and has created a number of trick boomerangs. Many were inherited from his father, George "Digger" Harkness, the original Captain Boomerang, but some are improvements, or brand new ideas that he's successfully implemented.

Counsellor:
Owen Mercer is a calm, casual, and attentive listener. He would have made a great psychiatrist, had he gone into that field. Instead, he uses it to read people, and adapt to what information he can gleam from them. He's something of a social chameleon in that regard. When someone doesn't hold preconceived notions about him, he generally gets along with everyone. When starts out with a figurative hill to climb, he needs to get his mountain climbing gear.

Detective:
Owen Mercer is especially alert to his surroundings. He picks up on clues, body language, items, tones of voice, and his mind is constantly reviewing the information that he has come across. He is already a good amateur detective, and with practice, could probably make a living as a private investigator.

Marksmanship:
Hand-eye coordination is a key tenant of being Captain Boomerang, Jr.. But it goes so much beyond that. Owen Mercer is a master with ranged weapons, be they thrown like the boomerang, or fired like a gun.

Movies:
Working at movie theater, Owen Mercer has picked up on a lot of pop culture. It's not just the new ones, they show screenings of old films, so he's quickly becoming an expert. It doesn't mean he could make film, but he can quote them and see the good and bad in them

Surfing:
Not all Australians can or do surf. It's as offensive to suggest that as it would be to think that they will slip an extra shrimp on the Barbie for you. That stereotype comes from a series of commercials designed to entice Americans to visitng Australia. As any self-respecting Australian would tell you, they're called prawns. And yes, he can surf. Quite well in fact. Why do you ask?

Amc Village 7:
Owen Mercer is employed as a Crew Leader for AMC Village 7 at 66 3rd Ave, Manhattan, NY. The East Village theater is just a short 17 minute bus ride, traffic depending, from his Chinatown apartment. Although his title is Crew Leader, and his pay reflects that, he often finds himself performing the responsibilities of an assistant general manager. Though he does have a set of keys and gets to do the rota.

Boomerangs:
George "Digger" Harkness, the original Captain Boomerang, used a variety of Boomerangs, both the mundane, like you would find in any quality sporting good shop, and the fantastical, that exist only in their hands, or science-fiction.

Owen Mercer maintains his own collection, replenishing the single use and lost ones as needed, and storing those that he can use repeatedly.

Acid Boomerangs spew their corrosive contents on contact. With preparation, these boomerangs can be repurposed to spew other liquids.

Bladed Boomerangs have sharpened edges and can be used in hand-to-hand combat.

Collapsible Boomerangs can be easily concealed in a pocket.

Electro Boomerangs carry a charge of 5,000 volts, which encircles the target along its flight path.

Explosive Boomerangs detonate on contact. These are also known as BOOMerangs.

Gas Boomerangs deliver a tear gas payload. With preparation, these boomerangs can be repurposed to spew other gases.

Gravity Boomerangs create a highly localized gravity field of incredible intensity. It's like being on another planet.

Pre-programmed Boomerangs are rocket propelled drones. They can be programmed to fly towards a target, retrieve a designated item, and return to a pre-designated spot, and all with accuracy, range, and speed.

Razor Boomerangs are similar to bladed boomerangs, but sharper and lighter. Owen calls them Razorrangs.

Rocket Boomerangs can be launched into space.

Sonic Boomerangs emit intensive sonic attacks.

Weighted Boomerangs are heavier, but no less aerodynamic.

Captain Boomerang:
Captain Boomerang, Jr.'s costume is almost mundane enough to pass as regular clothing. His black pants and boots would easily fit in with the civilians. But his jacket has been specially designed to accommodate a wide variety of boomerangs. There can be as many as 24 being visible at any given time, and who knows how many hidden away? Usually he likes to keep it to half that number.

Confucius Plaza:
Owen Mercer lives at 1 Bowery, Manhattan, NY, in the Confucius Plaza, unit 22B. It's a two bedroom and one bathroom apartment. From the entrance, the bathroom is to the left, with two sinks, a closet, toilet, and walk in shower. To the right, there is a single walk in closet, and small stairwell that leads up to the bedrooms. Continuing in on the main floor, the kitchen is to your left, and straight ahead, the combined living and dining room. The walls and cabinets are white, with marble countertops, stainless steel appliances, and a beige hardwood floor in a zigzag pattern. The furniture is sparse, with black, white, and gray being predominant. Like most New York City apartments, it's on the cosier side of things, but certainly liveable.

Outsiders:
As a member of the Outsiders, Captain Boomerang, Jr. is technically accepted. But not really. As a former criminal, and the son of a criminal, he is viewed with a certain amount of suspicion and doubt. Though they say that they trust him, trust is not a binary state. There are many layers to it.

Rogues:
Captain Boomerang , Jr. is the son of Rogues founding member George "Digger" Harkness, the original Captain Boomerang. He is viewed as a legacy, and is welcome among them. These people knew his father best. They are the closest thing he has to family, even if every single one of them is kind of the crazy uncle you'd want to avoid nine times out of ten.

Weaknesses

Family:
For Dominic Toretto's Crew, family is everything. It gives them reality defying superpowers while operating a motor vehicle. But for Owen Mercer, it's often been a source of pain and anguish, while its absence has been profound. His mother won't be born for more than nine centuries. His father was believed dead shortly after they reconnected. And he has a half-brother out there, but he has no idea whether or not he could count on Bart Allen. Owen has abandonment issues, and they are pervasive. It may not bubble to the surface every day, but it affects everything he does, and how he approaches the world.

Identity:
Captain Boomerang, Jr. doesn't wear a mask, and his name isn't known to the public at large. He didn't make the news for that. However, his identity is known to certain government authorities, especially the clandestine ones that make it their business to know the identities of costumed individuals. They know where he lives, they know where he works, and if they want, they could come for him.

Legacy:
Captain Boomerang, Jr. is a legacy. He is following in the footsteps of his father, George "Digger" Harkness, the original Captain Boomerang, and sometimes people aren't too discriminating. Digger's enemies may come after Boomer, the cops may think all Captain Boomerangs are villains, there's a lot of baggage to continuing in someone's footsteps, especially when you walk a similar, but different, path.

Professional Criminal:
When the United States government refused to hand over the body of George "Digger" Harkness, better known as the original Captain Boomerang, Owen Mercer earned himself a criminal record as he tried to take matters into his own hands. He made the attempt with the assistance of the Rogues, and found himself behind bars for the effort. He's since been released, but it got him on the radar. It's baggage that he'll have to carry for the rest of his life.

Speed Force:
From a lay person's perspective, the Speed Force seems to be like midichlorians in Star Wars. And Own Mercer is very much a lay person in this regard. He doesn't understand the Speed Force, he's not well versed in its intricacies, and he doesn't know many tricks. All he knows is that he can throw objects faster than regular people, and he's capable of short bursts of super speed. He has a lot to learn. And he has no idea that his powers can be siphoned off by a more experienced Speed Force user.

Time Displacement:
Hailing from the 30th Century, you'd think that Owen Mercer would know all about this time, that he'd know who wins sporting events, what companies to invest in, or have some other future knowledge. But how much do we know about the 10th Century? How much does that affect our daily lives? What about the 14th century, or even the 18th Century? Unfortunately, Mercer has all of the drawbacks of being a man out of time, and none of the advantages. He left the future when he was just four years old. There are gaps in his medical history and government records. He arrived as a non-person, and has been working to overcome it in the eyes of life's little databases.
