SWORD was created as a specialized sub-directorate of SHIELD in 2006, and tasked specifically with pre-emptively observing and 'managing' extra-terrestrial threats to Earth. One of their very first subjects of analysis was the newly-declared 'Superman', aka Clark Kent.
