Department X

This is the Soviet metahuman directorate, Otdeleniye Nulevoy-- 'Department Null' in English.

Created after the end of World War II, it was the Soviet answer to the Strategic Scientific Reserve's Project: Rebirth, and the program called Weapon Plus.

Several distinct programs existed under this directorate. The Winter Guard elite wetwork unit (originally under the Ministry of Agriculture as the covert Operation: Nail Puller) was assigned to Department X for oversight.

The Red Room was quickly developed as an alternate training operation, focusing on using young women as infiltrators.

Operation Leviathan was originally designated as part of military intelligence. After the war it was handed off to KGB with the goal of acquiring scientific research from NATO and the United States. Leviathan received several assets from Department X and was eventually absorbed under that directorate. Leviathan was heavily infiltrated by HYDRA almost from the outset.
