Plans to Continue the Rebuild
Date of Scene: 20 April 2023
Location: Dane Hills
Synopsis: Lorna invites Joan to speak with her about the future of Genosha cities with a hint to the architect about the future plans.

Lorna Dane has posed:
    The current monarch of Genosha steps out of the portal, and into the main thuroughfaire of Genosha's many teleporter hubs. She had reached out to a specific woman on the Damage Control team, having met the mutant on that team previously and knowing that would really be a boon to Genosha and the rebuilding efforts, as far along as they currently are.

    Lorna waits patiently with a deep breath and grins as she moves over towards a viewing window looking out over Dane Hills. That name does cause Lorna a bit of a headache, but she knows better than to announce that. "Ah, welcome." She says, as someone enters the area via a portal, expecting Joan to have been escorted via the workers at the New York Embassy to guide the fellow mutant to the determined destination.

Joan Wright has posed:
After clearing the entrance way of the portal, Joan's steps slow to a stop. A lot has changed since the first time Joan came to Genosha to speak with Lorna about rebuilding efforts. Back then, there was the potential for some quick key repairs. But someone HAD to be a dick with the pieces left behind which made that approach impossible.

Old news.

The new news is that despite matters, Joan's still got her uses when it comes to recovery. Which is probably the reason for the invite over this time.

Joan takes in the scenery for a moment, eyes settling upon Lorna as the ruler comes into view. Joan smiles, a lot less nervous and silly than the first time she met Lorna. "Thank you for the invitation. How is the day finding you?"

Lorna Dane has posed:
    "The day is rather droll, but with our recovery efforts as far along as they are, I was needing to speak with you." Lorna says, stately as ever, even going so far to have worn a pant suit for this meeting. Simple and understated in its design, but somehow still regal.

    "I believe we are nearing the end of basic reconstruction, with many buildings functioning and active once more, but I wanted to seek your input for what steps does Genosha need to take next?" The queen asks, turning to face Joan. The architect is being asked to educate the monarch on infrastructure for the island.

Joan Wright has posed:
Joan nods, stepping further away from the portal to come within a more managable distance for maintaining conversation. To Joan's credit, since there was no mention of actual construction, she wore her more office friendly attire. Still pants, but not of the cargo variety. The satchel bag, which was thoroughly searched, stands to function for her basic needs.

"Well, I could share the basic steps we generally do to speed up the recovery process after disaster. The key points of interest of course being shelter, food, utilities, basic services, road work, the things you typically rely on for the day by day. What we usually do is make sure we restore those first."

Joan looks back towards the scenery, "The next stages would focus more on economic recovery and prevention. You'd likely want to take some time to determine if there are any REASONABLE things that can be done to avoid a similar situation or make it to where the bounce back is quicker. But you'd also need to strengthen your finances to be able to afford that."

Lorna Dane has posed:
    Lorna crosses her arms as Joan speaks and the two look out on the smaller city, suburb even, and the first point Joan brings up causes the monarch to arch an eyebrow, as if Joan doesn't know they haven't done that already. They have. And now Lorna is asking about the next steps with a true expert.

    Delegation is all about delegating to the right people.

    "It'd be kind of hard to prevent an alien coming by and attacking the island specifically. Not exactly easy to put that itenery in the budget." Lorna says with a forced smile, but a chuckle comes out naturally. "Our finances have been on the rise ever since we started rebuilding, and they are expected to continue, rivalling even some of the EU by the end of year." Lorna reports. "But I was wondering if we're ready for expansion and developments or do you think we should linger between the phases for the time being?"

Joan Wright has posed:
"Well, it is a cycle," Joan comments, "You've done the Response, the Recovery, And it appears you've evaluated the potential for prevention of that particular incident. So the other main steps are mitigation and preparedness. The general expectation that a disaster WILL happen in the future so, what can you to lessen the blow. Mitigation might have been improvement to building codes to strengthen the structures. If the wreckage hadn't been taken, we might have been able to check them for points of failure in the construction to possibly save more lives."

Joan scans the buildings, trying to visibly pick out the ones of hardier construction. "As for preparedness, Do you have shelters for citizens to evacuate to prior to or during the course of an emergency? Something that may be extra reinforced. Do THEY know where they are supposed to go? Do THEY know how to act during the course of an emergency?"

Lorna Dane has posed:
    "That is something we are working on, and the biggest reason I have reached out to you." Lorna says, smiling towards Joan as she turns to face the woman square. "I would like to extend an offer for you to build a multipurpose facility. A sports venue or arena or something of the sort that could easily be used for safety and security for the citizens."

Joan Wright has posed:
Getting the general sense of being looked at, Joan turns to face Lorna. "I like the idea." the architect declares. "Do you have an idea of where this stadium will be going or is that still in the works? Or a general projection for what the population of Genosha might be in ten years time?"

Lorna Dane has posed:
    "Yes, we're expecting Hammer Bay, and I'm thinking something close to down town, but on the otherside from the actual bay. To help ensure the place will be protected from constant ocean waters erroding the structures. But beyond that, we'd really value your direct input. As far as population, we're looking at roughly five plus million for the whole island, possibly more with the city being our densest area, naturally." Lorna explains with a grin, and near enough a blank check for Joan to have fun with her job and design something special for special people.

Joan Wright has posed:
When Lorna lists two possible location, and then mentions that it is a bit up for discussion. Joan hmms. "I'll probably want to consult with someone who specializes in the local area's terrain. Your concern about water erosion is valid. I typically would advise from building right on the water unless there was an actual advantage to the placement. A resident geologist might be helpful to ensure we're not picking problem terrain to build on. It wouldn't do to have a sinkhole form under the stadium or build on top of a fault line..." She pauses. "Five plus million... The most a stadium has held was 150,000. And that's with people sitting in chairs and not lying on floors. You will need more than one building. And not right on top of each other. That many people bottlenecking to get to a shelter is not going to do any good."

A glance is given to the teleporter behind her. "...Perhaps a tweak to the building codes for the future construction of certain types of buildings that are commonly dispersed amongst the city? Gyms... Community Centers...Government buildings."

Lorna Dane has posed:
    "These are all valid points and why I had you brought in Joan." Lorna says, lift a hand to offer to shake towards the fellow mutant. "And why I'm leaving this up to you and the committees. I've got other things I need to be running." With that shake and point squared away, Lorna turns back and starts to walk away with a kindly wave. "Thanks for meeting with me, and welcome to Genosha, again miss Wright. We have a lot of work to do!"
