The Commission on Superhero Activities is a program operating under the auspices of the Department of Extranormal Operations.

Headed by Agent Valerie Cooper, this task force is ostensibly intended to serve as a multi-branch asset that can be inserted into any Federal operation.

In reality, Valerie Cooper is an up-and-comer that is looking to supplant Amanda Waller and Stormwatch with her own black ops team of metahuman operatives. 'The Commission' is seeking out and snatching extra-normal people that can serve as either donors or research subjects. The CSA has secretly appropriated scientific research assets from elsewhere in the DEO, including CADMUS, to focus on personnel that pique Agent Cooper's interest.

As of 2023, their only active field agent is Julia Carpenter. She believes she is operating with the full faith and backing of the Federal government, and is unaware of the political intrigue behind her selection to be an operative.
