The Penguin is a wealthy villain, keen on various shenanigans from jewelry theft to human trafficking to murder. He's a well known and quite dangerous crime boss, being one of the few member of the Rogue's Gallery that is completely sane.

Timeline

Timeline:
* 1972 Born
* 1982 Paid a hitman to make one of his school bullies go missing. Father dies of a rare form of pneumonia.
* 1988 Graduates High school early. Enrolls at Cornell.
* 1991 Graduates with his bachelor's.
* 1995 Acquires his master's in ornithology, mother dies later that year. Mother's bird shop and birds are repossessed and discovered most of his family's accounts were drained after his mother's death. Begins life of crime by hunting down and killing the repo men and their families. Also kills the family's former accountant.
* 1998 Rises through the criminal underworld indirectly. Planning and scheming, occasionally getting his hands dirty directly, but always making sure his name stays clean.
* 2006 Caught by Batman for the first time. Sent to Arkham on an insanity plea. Lawyer gets him out early. Begins protoype on specialized umbrella.
* 2010 First Penguin sb was capured by Batman after a special antenna on it was being used to turn Gotham into Alfred Hitchcock's The Birds.
* 2015 Officially goes "clean" and opens The Iceberg Lounge.
* 2017 Batman almost succesfully reveals Iceberg Lounge's money laundering and embezzlement. This all has left a sour taste in The Penguin's mouth, and has made him more obsessed with bringing down the bat!

Clever By Half:
The Penguin considers himself incredibly intelligent and sometimes has tunnel vision leading to plans ending up esily exploitable.

Effing Classy:
The Penguin is posh, proper, and refined - or at least what her percieves as such. Ostentatious displays and over the top thematics are his go-to!

Isolated:
The Penguin is a lonely man. It's lonely at the top. In the cold. It's also refreshing when a warm body and kind heart decides to climb up to meet you. To join you. To see who you truly are... But that is not something that the Penguin will ever hold the luxury of possessing. The one thing he can never buy. And for this, he hates the world.

Monster:
The Penguin wishes to prove his oppressors wrong, but in the end, he knows he's a horrible person and wears his monstrosity like armor.

Power Hungry:
The Penguin has simple tastes. He only wants more.

Vengeful:
The Penguin does not let slights go unpunished. Sure, it may take some time, but just know one day YOU WILL GET YOURS.

The Penguin is, if nothing else, keen. He's quick to turn a situation lethal and is known for large plots and schemes requiring almost ridiculaous levels of intricacy.

Architect of Villainy:
The Penguin is a well established mob boss and leader. No matter where he is, he has a knack for taking command and bringing people - especially thugs, thieves, and criminals - under his sway.

Aviary Savant:
To few people's surprise, The Penguin is able to train literally any avian - especially penguins - and is known to use them for his nefarious purposes.

Business Minded:
The Penguin has a way of turning one dollar into two. While he has shown wild success through merchanidizing and the operation of several successful clubs, he prefers to dabble in other things, including running the finances of other villains and being a major operator in the underworld's economy. A personal penchant of his is the "fine art" of human trafficking.

Financial Planner:
The Penguin knows money and is often motivated to get more while keeping his own. This skill is how he's established most of his resources.

Judo:
Despite his rotund and deformed appearance and lack of notable physical prowess, the Penguin is a master of turning another's energy against them. A savant of Judo, he's known to snap necks and bend people in ways where their raw might is used against them.

Umbrella Combat:
The Penguin's signature umbrella is an unusual weapon. One he has gained prowess with. Knowing how to fluidly switch from canefighting to using the various tricks and gadgets hidden within.

Henchmen!:
The Penguin can fight, but why fight when you can hire goons to do the fighting and much of the dirty work for you? The Penguin actually pays his henchmen well and gets to know them, making sure to keep a vested interest in their well-being and make sure they stay loyal.

Iceberg Lounge:
The Iceberg Lounge is Oswald's main legal front. A posh, trendy nightclub, getting in's a bit of a challenge unless you know which hobbs to knob and what money to go into whose hands. Inside, the center is dominated by a small penguin habitat on a massive iceberg. Live music is the norm and the drinks aren't cheap, but they're definitely not watered down.

Incredible Wealth:
The Penguin's inheritance from both parents did not get frittered away. Between careful investments, money laundering, and working as a de-facto bank for many criminals, The Penguin has a well-established wealth that is more than varied enough that trying to rob him penniless would be all but impossible.

Limousines:
The Penguin has his own personal fleet of limousines, each bulletproof and filled with luxury, as is befitting a profoundly wealthy and brilliant man as he!

Submarine:
The penguin possesses a Whiskey Class nuclear powered submarine colored to look like a swimming emperor penguin.

The Duck:
The Penguin has a small personal vessel shaped like a giant rubber duck. Because he can.

Trick Umbrellas:
The penguin's dapper appearance hides villainy in every crevice. His umbrellas, often made by the genius madman, are known to have uniform properties - namely, being bullet/fire proof and strong enough to confidently wield as a sword, and being able to be used as a parachute. Having a variety, though, they each possess a bevy of nefarious uses, including:

* An acid sprayer
* Knockout gas
* Razor sharp ribbing
* A net gun
* A pogo stick
* Helicopter/boat propellor
* Rocket launcher
* Poison Darts

The Penguin will usually do whatever if paid well enough.

Just a Man:
Despite his freakish appearance, he can be beaten down like any normal person.

Pride:
The Penguin is dapper, dandy, and proud! Don't mess with his shine!

Revenge Focused:
Sometimes, revenge will blind him into tunnel vision and make him fall for the most obvious traps.

Women:
The Penguin isn't a womanizer, but can easily be seduced if given even the slightest bit of positive attention.
