Chartered secretly by Franklin Roosevelt in 1939, the Great Lakes Defenders were organized after numerous civilian contacts were made in the United States with pro-Nazi agents and allies. Even before American officially joined in World War II, the Purifiers were implementing measures to destabilize American society.

Alan Scott, Orson Randall, Dinah Drake Lance, Thomas Wayne and Jay Garrick discovered each other independently fending off the incursions of these invaders. They quickly became allies in the fight and cooperated in defending America from the Purifiers.
