Chartered secretly by Franklin Roosevelt in 1939, the Great Lakes Defenders were organized after numerous civilian contacts were made in the United States with pro-Nazi agents and allies. Even before American officially joined in World War II, the Harbingers were implementing measures to destabilize American society.

Alan Scott, Orson Randall, Dinah Drake Lance, Thomas Wayne Sr. and Jay Garrick discovered each other independently fending off the incursions of these invaders. They quickly became allies in the fight and cooperated in defending America from the Harbinger forces.

They were formally organized in 1939 and given covert support from the Office of Strategic Services, tasked with counter-espionage operations domestically and abroad.

The Great Lakes Defenders disbanded in 1948 with the death of Adolph Hitler and the founding of SHIELD.
