A former NYPD officer, Cecily's powers manifested as the result of a decade-old wish. The blessing of a fox goddess granted her enhanced physical prowess, for her to do good, but irreversibly changed her into a kitsune. She uses her newfound abilities, some that she's still trying to figure out, to provide protection to good people in the face of alien invasions and hostile metas. At present she is bound to protect the newly christened "Rave" at her family's behest, providing overwatch for the young woman's public superhero exploits.

Timeline:
* 10/29/1985 - Born in New York City to parents Charles (STAR Labs) and Jessica (NYPD) Winters
* 1992 - Takes an interest in the work of both parents when she's able to, fascinated by technical gadgets and googaws on her dad's side, as well as firearms and protecting the innocent on her mother's, especially after the Doctor Doom event practically on her doorstep.
* 1999 - Starts high school early (Due to late birthdate) with a focus on criminal justice electives.
* 2001 - Jessica injured and paralyzed in the line of duty in the wake of terror attacks. Moved from NYPD to STAR Labs internal security for augmentation and to be closer to Charles.
* 2004 - Graduates high school and spends the summer preparing for university entry in the fall, intermixing book studies with firearms handling, almost taking more of an interest in becoming a quartermaster over a street officer.
* 2009 - Summer trip to Japan after four long years of mixed college classes. Prays at an old shrine off the path of a walking tour for the strength to protect others.
* 2010-2017 - Joins the NYPD after completing academy and distinguishes herself through mechanical aptitude for firearms and marksmanship as well as her level of professionalism mixed with kind compassion, even through trials with aliens and metahumans alike.
* 2018 - Assault on New York stretches emergency forces to their limit. Whether by effects of the gene bomb in 2012 or the divine providence of her prayer or both, Cecily is physically regressed to her younger self and awakens during overwatch on an evacuation. Her powers manifest in the form of kitsune ears and tails, creation and control of 'foxfire', and heightened senses and reflexes. She resigns from the NYPD immediately following the aftermath of the invasion to 'sort herself out.'
* 2019 - In the wake of the disasters and emerging meta threats, she uses her skills and knowledge to provide discreet--and largely on the level legal security services for private citizens.
* 2020 - Her latest bodyguard assignment is the bright, brash, and loud super-public superhero: Rave.

Personality

Compassionate:
Despite the cool professionalism, the warm interior comes out in private moments. She has laughs with friends. Smiles with family. And out of the public eye, a wealth of gentle affection to spare. She's just almost always on duty when she's out of the house, that's all.

Good Natured:
While able to be accused of vigilantism, she does mostly operate under the bounds of the law. She does good deeds for goodness sake and works hard to protect those not only who she's employed to protect, but fights for general goodness as well.

Professional:
More often than not, Cecily is a consummate professional. She is polite, collected, and rarely finds herself flustered except in desperate circumstances. She can come off as a bit dry, and can sometimes have a bit of a sardonic wit about her. The fox just happens to take her work very seriously.

Enhanced Agility:
Though she's not nearly as flexible and supple as the Amazing Spider-Man, she can scramble up fire escapes, wriggle her way into crawlways, and hang upside-down from a railing to better get the perfect shot with little difficulty.

Enhanced Hearing:
Keen vulpine ears give her a wider capacity for hearing what's going on around her, up to where she can detect a variety of low-frequency sounds from dozens of yards away. Her ears can swivel which can allow her to focus on them directionally as well.

Enhanced Reflexes:
While she can only dodge bullets if she is fully focused on the shooter diretly, her reflexes are such that dodging blows from non-supers in melee combat and avoiding hazards in transit is second nature, especially when coupled with her other physical attributes.

Enhanced Speed:
Even if not in the superhuman category, she would be capable of matching the speed of a horse or a tiger. Joined with her stamina and reflexes, an unburdened Cecily can move long distances and work her way through dangerous terrain with relative ease.

Enhanced Stamina:
In the same category as the Strength, Cecily is able to lug her heaviest equipment longer distances and up ladders and flights of stairs without needing to take long pauses unless it's an excessive stretch, such as to the top of the Empire State Building, or from one end of the Manhattan Bridge to the other. Without a heavy load she has no issues running a marathon or hanging from the side of a bridge.

Enhanced Strength:
Though she can't lift a car over her head, she's able to wield handheld weapons (and some not so handheld) with relative ease. Anti-tank rifles, heavy gatling guns, and heavy machine guns top off the list of being just below needing to be attached to a vehicle or a fixed mount. This also includes being able to handle the recoil of such weapons, and at least a measure of burst fire with the automatics.

Foxfire:
Cecily can conjure and control motes of supernatural flame. She is still coming to terms with this aspect of her powers and can only create limited shapes for the flames. Firebolts, small bursts, wreathes of flame, and harmless illumination.

Healing Factor:
While she doesn't have instant healing, her recovery time is greatly accelerated due to the divine energies that keep her 'forever young.' Broken bones and deep wounds heal in a matter of days instead of weeks to months, while cuts and bruises can take hours depending on severity. While not completely practical in a protracted combat encounter, she's back on her feet quicker than mundanes.

Defensive Tactics:
Police training has given her basic but effective hand-to-hand skills against average, non-powered human(oid) creatures. Purely defennsive, they are combat maneuvers built around evading and escaping, or subduing and arresting.

Gunsmith:
Cecily knows her way in and out of most firearms of the modern era. From the mechanisms in a gatling-style rotary to the recoil blowback of a Colt 1911. She obsesses over keeping her weapons in clean, working order and has a borderline obscene knowledge of their inner workings and handling characteristics.

Sharpshooter:
Training and focused practice has given Cecily near-superhuman shooting skills with modern firearms. From long distance rifles to handguns in closer skirmishes. She can send rounds downrange and make shots count.

Endless Armory:
Through her contacts in the NYPD and family at STAR Labs, Cecily has access to a wide array of firearms and speclialized ammunition. From large calibers to small handguns. From explosive munitions for armored targets, to less-than-lethal rounds designed to subdue super-powered threats, to basic rubber riot rounds, an informed fox can be prepared for a number of eventualities.

Below Average Eyesight:
Cecily wears glasses. She can function without them but has trouble with finer details and even reading if they aren't worn. It makes any kind of long range combat difficult, if not impossible, with human-sized targets.

Connections:
In addition to Rave specifically, Cecily has several connections that may leave her exposed. Her affiliations with the NYPD in the past might see people who have issues with authority causing problems for her, or her former teammates. Her parents are not only alive and well but work for the high profile tech company, STAR Labs, locally in New York. Rave's own enemies, due to her high-profile hero-ing, may also find cause and ease using these against Cecily as well.

Keen Ears:
While her ears allow her to hear low frequency sounds easier, they also are a detriment when it comes to excessively loud, high frequency sounds. She has custom ear protection for shooting but they avail her little when it comes to screeches and wails and other things designed to overwhelm even non-super listeners.

Meta-Discrimination:
Unlike mutants and metas with a functioning secret identity and costumes, Cecily's physical mutations are very, very obvious. Hiding her ears and tails can be very impractical, if not downright impossible without losing any and all freedom of movement. She could pass it off as cosplay if she really wanted to but generally has to deal with anti-mutant sentiments wherever she goes publicly.

Miss Shepard:
The safety of her charge is paramount. Cecily is employed to ensure Rave's safety as often and as best as she can, which makes Rave an easy barganing chip should she be threatened, or worse, kidnapped. Such an event could easily put Ms. Winters in an exposed position as she does everything within her power to secure her girl.

So Fluffy:
Cecily's protruding tails, while soft and luxurious, are problematic. She has enough control over them to keep them from knocking objects off of surfaces and doesn't get them caught in doors, but they are a constant presence. Anyone could walk up to a distracted or occupied Cecily and grab those tails firmly and yank hard, causing pain. At best, it could distract her from an important task. At worst, she could be momentarily stunned.

Unexpected help shows up in the form of heavily-armed Falcone gangsters, the Venom symbiote, the armored tech raptor Ballista, and The Shadow herself. Local national guardsmen are found to be turncoats, the majority of the militia is slain under hails of gunfire or torn to pieces, and all but one hostage within the ATC tower is saved. William is arrested, but some men fled into the storm and managed to escape. Who knows what evil lurks in the hearts of these men...?

DJ Necromancer summons hundreds of thousands of undead from their eternal rest to have a really amazing party. Local college students and one dog are held hostage for eventual dark deeds but the NYPD holds the line while brave heroes dash into danger to see this dance of the dead halted before the rest of the city is brought to dance until they drop!
