Once upon a time he was Steve Rogers's best buddy and playground defender. Then he was a soldier in the greatest war the world has yet seen and one of the Howling Commandos. Finally, America's longest lost POW and a weapon in the hand of his oldest enemies...until his friend rescued him again. Now he's struggling to make his way under the aegis of SHIELD, a man out of the ice and out of time.

1943 to 1945: Fights alongside Rogers and the Howling Commandos until lost on a mission to capture Zola. Designated MIA presumed KIA, but actually found alive by HYDRA forces.
1945: Shipped to HYDRA facility in the Soviet Union. Winter Soldier program begins.
1946 to 2017: Used as an assassin by HYDRA. Mindwiped and stored cryogenically betweens missions.
2018: Freed from HYDRA control by Steven Rogers. Ends up effectively in SHIELD's custody.
All of the above applies to what remains of Bucky himself. Winter, of course, is a whole different matter. Inasmuch as a construct has a personality, he's got all the sunny sweetness of a Siberian winter. HYDRA's servant is about as stubborn as the average Terminator when it comes to pursuing a target, and has pretty much no scruples at all. Innocents are so much chaff to be discarded, save as they might be useful in completing his mission.
It's harder than ever, now, to get through to him. But to those people and groups that have earned his trust, he's loyal to the death, unhesitating and unyielding.
Even in the relatively innocent days of their youth, he never had Steve's crystalline idealism. He's a survivor of not only HYDRA's abuses, but also the Depression and the second World War. There's very little he won't do in the name of survival, and he doesn't trouble himself overmuch about ideology or the righteousness of a given cause.
Once upon a time he was a bright-eyed young charmer, quick to flirt or joke. But the decades of mistreatment at HYDRA's hands have left him leery of most human company, and with a tendency to come off as impassive and cold. He unbends to very few now who aren't Steven and lives a fairly isolated existence.
He lost his left arm in the incident that had him captured by the Soviets....and waste not want not, they used him as a subject in vibranium-based augmented prostheses. It's bullet-proof to the point that he can literally block bullets with it, stronger even than his augmented physical self: he can tear the door off a car with ease, punch through plate steel, and throw a shield hard enough to knock a target back a good ways. The electrical conduits that serve it as both nerves and power are vulnerable to attacks of that kind, and it does need occasional maintenance to keep it from locking up or otherwise malfunctioning.
He's got the raw strength to lift about half a ton in a dead lift. He can take damage that'd kill a normal human, both blunt trauma and wounded, and keep fighting long after a mere mortal'd've dropped from exhaustion or blood loss. His flat out running speed is upwards of 30 mph, and his reflexes are superhuman in their swiftness. Between the experimentation and the occasional cryogenic vacation, he's aging far, far slower than a normal human - still physically very close to the middle twenties he was when he was taken. He heals swiftly, up to double the rate of an ordinary man.
He was, before the war, an art student. He's badly out of practice, but it's still in there somewhere. It occasionally comes out as an odd urge to sketch.
No, seriously. First he had the types popular in his youth, stuff like swing. Then, when he was trainer and handler for some of the Widows, many of whom had ballet as one of their more involved cover stories - he had to learn enough to pass. He still retains and even practices it.
Hand To Hand:
Even without a weapon, he's a formidable hand to hand fighter, trained in a number of styles.
An assassin who can't get where he needs to go isn't much use. So he was also trained in skills like picking locks, bypassing and disabling security systems, and even a little bit of rudimentary hacking.
HYDRA trained him in multiple languages, mostly European, but a handful of Middle Eastern and African, as well as a few Asian.
He was one of the CIA's boogeymen during the Cold War, due to the sheer number of agents he killed. He was trained and kept at the cutting edge of tradecraft all that while: recognition, dead drops, trailing. Far more than merely a blunt instrument.
He's capable of remarkable stillness and patience, the kind of stealth that only advanced tech or superhuman senses can pierce.
He started with the kind of vehicle training an American NCO in WW II would've had: cars, small trucks, motorcycles. When HYDRA got hold of him, they only added to it, all the way up to tanks, helicopters, smaller planes and watercraft.
He favors the knife, but he's proficient with nearly any hand held weapon, whether intended for the purpose or improvised. He's also very skilled in firearms, primarily the pistol and the sniper rifle.
Scattered throughout the world, though most are in major cities, Buck has caches of weapons and ammo, cash, gear, and medical supplies. Many of them are known to HYDRA, but not all.
He's got multiple false IDs, backstopped with the necessary documentation, stashed in various places around the globe. If he can get his hands on one, he can effectively become someone else, at least in the eyes of officialdom.
Lili is Bucky's dog, a female German Shepherd service dog given to him by Steven Rogers. She is not an attack dog - with the exception of a little search and rescue training, she's wholly devoted to PTSD care. She can't defend him from mundane foes, but she's a wonderful counterweight to his nightmares and trauma, and is pretty much his constant companion when he's not on a mission.
He's got a customized Ural sidecar rig. Tough and fast and capable of off-roading in situations where cars wouldn't be able to go, he's got a few necessities he keeps stashed in a secret compartment in its trunk.
Apart from the goodies HYDRA's got sprinkled around like deadly easter eggs, he's got places he can go to ground if needed. Though....most of them are known to his old masters, and aren't much use if he wants to avoid contact with those pulling his leash.
When he came in from the cold, the only possible safe harbor was SHIELD. So he's in a strange sort of limbo, living under their aegis. It keeps him out of actual prison, gives him somewhere safe to live....but functionally, he's theirs to do with as they please. They're far better masters than the other alternatives, and he does have those within the hierarchy who will go to bat for him.
They wiped him nearly every time. He exists in a kind of tremulous Now, like someone with Alzheimer's. He can store memories post-wipe, but he's all too conscious of the holes and missing pieces. Even a year or so of freedom has only been enough to effect a very partial recovery.
While it's a neat bit of prosthetic engineering, it has its flaws. It can be locked up or damaged by electrical attacks. It's a great big HEY LOOK AT ME I'M A SUPERPOWERED ASSASSIN neon sign, if he doesn't keep it covered. And it needs maintenance....maintenance he's not always skilled enough to perform.
It's like an awful game of whack a mole, trying to suppress the memory fragments that the wipes didn't destroy but rendered horrifying or puzzling flashes devoid of context. The worst of them can send him into a kind of frozen near-catatonia, or fits of aimless violence.
He can elude them for stretches, but they're always looking for their runaway. And once they catch him, it's back to Square One.
No matter where he goes, the programming is still there. He's a literal Manchurian Candidate, vulnerable to anyone with the right string of words on their tongue. At the moment, there are two main phrases - the 'Longing Rusted' string activates command programming, and leaves him subservient to the orders of whoever utters the phrase. 'Soldat Sputnik' is a shutdown command: if he hears it clearly, he loses consciousness in seconds and remains out for at least several minutes.
Nevermind HYDRA, he's got others gunning for him. While he's stealthy to the point of nearly being a ghost, he's left traces behind him. And his victims have friends and family who want vengeance. Not to mention law enforcement agencies worldwide. Not all of those can be palmed off by SHIELD.
