An untrained but powerful mutant, Julio Richter was forced to flee his country after his father's criminal ties blew up in his face and then Julio's newly manifested powers blew up in everybody's. He has spent years on the run, even escaping an immigrant detention camp, hoping to make contact with a community that will accept him as he is.

Timeline

Timeline:
2000: Born in Guadalajara, Mexico, to Louis, a mid-level gun smuggler with ties to various cartels, and Ramona, a bartender at a restaurant and cantina.
2008-2015: Louis takes greater risks to grow his business and becomes increasingly distant or even hostile at home.
2016: Mexican federal authorities manage to arrest Louis at a soccer game. Julio, also present, is taken into custody for questioning. Cartel enforcers bribe their way in and kill Louis to prevent him from flipping. Julio, a witness to the murder, is next in line until his mutant powers manifest in an earthquake that levels three city blocks. Julio goes to Ramona, who in her shock and horror, blames Julio for her husband's death and rejects him.
2016-17: Julio attempts to seek asylum in Genosha, but cannot reveal his identity for fear that he'll be either swept into a federal investigation or a target for organized crime.
2018: With no other options, Julio joins a migrant caravan bound for the United States. When he arrives, he applies for asylum from cartel reprisals but is detained indefinitely while the application hits delay upon delay.
2019: Fed up with the miserable conditions, Julio uses his abilities to break a large group out of the detention facilities. He makes his way toward New York, hoping he can encounter either the X-men or the Brotherhood (he doesn't especially care which) and persuade them to help him.

Seek Shelter:
About the only group he feels can offer him any hope are fellow mutants, although he has had little if any contact with them. He'll jump at the chance to make contact with mutant groups, regardless of their political or moral alignment. He took the destruction of Genosha as a personal gut-punch.

Stable Ground:
At heart, Julio is looking for a home and a family to replace the one he lost. Although he's difficult to get to know, once the wall comes down he is intensely loyal and protective. Being able to stay grounded in one place and build up his mutant connection to the Earth will also have a mellowing effect on him.

Tough and Rumble:
Although he avoids open conflicts, which never seem to end well for him, Julio's past has left him surly and jaded. He is suspicious of strangers and quick to cut and run in the interest of self-preservation. He detests the US government about as much as the cartels that put him on the run in the first place.

Earth Sense:
By meditatively attending to the energy he draws on from the Earth, Julio can detect features underground. The most obvious are voids -- caverns, tunnels, or excavations -- but magma and groundwater are also fairly easy to identify and crudely map out in a radius of a mile or so. Within about half of that distance, he can generically differentiate between crystalline, metallic, igneous, and sedimentary deposits. If given a sample of a specific mineral or already closely familiar with it, he can point to the nearest deposit within a quarter mile.

Geokinesis:
Julio's mental connection to the Earth allows him to manipulate its substance. He can mold the ground in basic ways, raising and lowering it to form barriers, chasms, or platforms. As his control improves, he can burrow through the ground, launch rocks and boulders, quickly extend narrow stone pillars, or create structures with fine detail.

Geomancy:
Although he isn't currently aware of it, Julio's connection to the Earth gives him the potential to access Earth-based magic. For the time being, this simply means he will notice "something weird" if such magic is used near him, and be able to home in on the source of that feeling, if he so chooses.

Seismic Waves:
Julio can draw on seismic forces in the ground and channel their vibrational energy through his body in powerful ways, generating shockwaves, destroying structures, even starting earthquakes. He requires physical contact to transfer self-sustaining destructive waves into objects -- generally starting a countdown to structural collapse -- but he can also release the seismic energy in a burst, either as an area explosion or a directed concussive blast. All of these abilities are especially destructive to rigid, brittle solid objects, but the burst effects will deliver a powerful knockback impact to the target regardless of its composition.

Julio is immune to destructive vibration, which his powers naturally cancel out, and this ability gives him limited resistance to injury from physical impacts. (Cutting or piercing are not affected, and he's as easy to throw around as anyone his size.)

Bartending:
As a kid, Julio spent a lot of time with his mom at her job, and picked up a number of drink recipes and the basics of good bartending. From time to time, he has been known to use these skills to make a bit of money in places where the management doesn't ask questions.

Evasion:
Julio only made it this far in life by knowing how to evade pursuit and disappear. Especially in urban environments, he knows how to utilize cover, sightlines, and unorthodox routes to break away from a tail. He also knows how to find places and resources to hide longer-term.

Scavenger:
Rough years have taught Julio to scavenge for what he needs. He can find food in urban and natural environments, albeit not always appetizing food, and he has no compunctions about stealing to survive.

Crime World:
Although Julio was not involved in his father's business, he was aware of it and, by osmosis, picked up the basics of navigating the world of organized crime. These lessons were driven home during his years in hiding and may have kept him alive. This resource can be used for background survival, to more comfortably navigate underworld scenes and plots, and potentially to dig up low-level information or contacts that might be found on the wrong side of the law.

Owed One:
Julio broke a number of asylum-seekers out of detention when he escaped. If he were to run into any of them, those individuals would owe him a considerable favor.

Undocumented:
Julio is not legally permitted to be in the US. Law enforcement and government authority of any kind is a threat to his safety, and he will act accordingly.

Context Dependent:
Julio does not generate the energy that fuels his mutation; he draws it out of his environment and only has enough "storage" for one burst of power. This means that his powers' strength varies drastically depending on where he is. At a basic level, he's only really at his peak when underground, surrounded by his power source and material he can manipulate. Conversely, at an altitide of 200 meters or more (from the ground; mountains aren't an issue), he has nothing to draw on and nothing to work with. Even tall buildings can present a serious problem.

More broadly, his abilities vary along with the seismic activity in the region. The baseline on his sheet assumes he's in the usual haunt for Xavierites: the northeastern US. In less active regions (or any higher than about 30 meters from the ground), he will take much longer to "charge up" before using his abilities, and the effects will be far less impressive.

That isn't the only potential pitfall, either. If Julio's environment is TOO geologically unstable, such as when he's near a volcano or active fault, the tame stream of power he's accustomed to overflows its banks. His powers work much more quickly and powerfully than he's used to, but that makes precision more difficult and overdoing it more likely. Worse, cutting loose in such an area creates a rush of power so strong that he gets a bit high on it, communicating poorly, acting recklessly, and generally losing focus for the duration of the scene. He's also likely to experience physical exhaustion or even a hangover the next day.

Unwelcome:
Both criminals and law enforcement in his home country would like to get their hands on Julio if he were ever to return.
