Phoebe Beacon is an atypical story out of Gotham City. Adopted after being dropped off at a liquor store, she grew up in the shadow of the legends of heroes from Gotham City and beyond, along with her own hero: Charles Beacon, her adoptive father, a firefighter and EMT. After Charles was killed in a fire in The Narrows, the young teenager fought hard to retain the sense of hope and helpfulness that he imparted to her, filling her time with their joint loves of gardening and aikido, running a blog about little acts of goodness -- and on the odd occasion, using her innate connection to the mysterious Light to heal others and even toss the odd bad-doer into a wall. Life in Gotham is strange.

*Early 2004: Born to unknown human parents in or around Gotham City.
*Early 2006: Entered into the Gotham Child & Youth Protective Services network as "Baby Doe". Was left by who was presumably her parents with a liquor store clerk, who promptly called the Gotham Police.
*March 2004: Entry in database renamed "Phoebe Doe".
*June 2006: Fostered by Charles & Caroline Beacon. Charles is an EMT/Firefighter, Caroline is a history teacher at a Gotham middle school.
*June 2008: Official Adoption by the Beacons. Phoebe's name is legally changed to Phoebe Amelia Beacon.
*September 2009: Phoebe starts kindergarten. She can already read, write her name. A boy pulls her hair and she slams his head into the nearest wall. Phoebe and Nate 'Nacho' Smith become best friends once his nose stops bleeding.
*October 2009: Phoebe is enrolled in an Aikido academy here Charles Beacon practices and teaches. She falls in love with the martial art and Eastern philosophy and announces her intent to move to Japan and become a ninja. The Beacons acquire Scout, a dalmatian puppy.
*2014:Phoebe is suspended from school after a fight where she was made fun of for being black with white parents. Was not the first to throw a punch, but did break someone's arm. Phoebe begins taking lessons from her Aikido instructor in the art of Bonsai while on suspension.
*2015: While walking Scout, someone attempts to abduct Phoebe. In the attempt, Scout breaks loose and bites the kidnapper, and chase the kidnapper into traffic where he is hit. The car does not stop. Scout is 'miraculously' unhurt after Phoebe recovers him, though Phoebe is sick for a week afterwards. Phoebe announces her intent to become a police officer within Gotham.
2017: Tragedy in the Narrows. Charles Beacon is killed while attempting to rescue people trapped in an unsafe Narrows apartment building. Phoebe discovers she is able to form small sparks of light between her hands. She throws herself into schoolwork and Aikido and joins several archaeology groups.
*2018:While running errands, Phoebe comes across a gang beating on a down-on-their-luck person. When the gang turns their attention to her, she mostly fends them off, until she's cornered in an alleyway. She manifests her light staff for the first time outside of practicing and knocks most of the gang members out. She finds her touch heals the homeless man, but ends up passing out afterwards, and sleeps for three days.
2019: Phoebe tests negative for the mutant gene after lying about her age and presenting a fake ID. Proceeds to assume it's magical, and researches possible links using publicly available sources. Phoebe discovers she is capable of slowly healing others in a small range around herself passively. She takes several first aid courses and develops a 'medicinal garden' as an excuse to be around others to heal them, even though it wears her out.
*End of 2019:Phoebe successfully is able to hold her light staff for fifteen minutes at a time. Phoebe is capable of healing herself, healing others rapidly of injuries from the last week, and her passive healing range doesn't exhaust her as quickly -- but she finds it's always 'on'. Phoebe begins to become a bit reclusive, but writes in an uplifting blog with pictures she takes around Gotham of 'Little Hopeful Signs'. Photography, gardening and bonsai, Aikido and history take up most of her time.

Phoebe Amelia Beacon strives to be an optimist in a city where optimism and light isn't easy to come by. Inspired by her heroic adoptive father and the heroes who have come before, Phoebe aspires to be the one filled with Hope, a light in the darkness. She has a strong sense of purpose, though she's not quite sure how to go about the whole 'magically inclined super person' yet. She is keenly aware that she has a tendency to not mind herself, and thus tends to be a little aloof, but generally friendly. She's precisely the sort of person who would give up her seat on the bus for someone else. She truly believes that in the face of great adversity, people of different backgrounds can and will unite for the Greater Good -- but that doesn't mean she is all sunshine and roses. As a gardener, she knows that roses have to have thorns, too.

She is pro-mutant, and believes everyone has a place at the table. Science and technology should be able to coexist with magic (she does love her phone, after all), and is ruthless when it comes to defending others. She's not afraid to Kill 'em with Kindness, and is the first to donate time or what money or materials she can.

She also strives to strike that balance in her life she feels has been missing since her dad passed, filling in their bonding time with training in aikido, or in her powers, or tending their garden by her lonesome now. She has a soft spot for crime fighters, do-gooders, and The Helpers she so sorely wants to acknowledge, those who are the first line of defense -- though she's leery of police.

She's also a curious person, equally about the metaphysical and the visible world around her.

Accelerated Healing:
Thanks to her connection with The Light, Phoebe's injuries heal twice as quickly as normal. She can recover fully from sprains within a few days, cuts and lacerations within a week depending on the depth of the cut, and broken bones knit faster, healing within three weeks instead of four to six. Close proximity to her, especially within range of touch, enables her to share this ability with others, but puts a drain on her ability to heal herself. This ability is always on, and requires her to be living. Unlike other healing factors, once her light is extinguished it cannot be rekindled, and thus should she die (sudden, severe trauma, bleeding out) her body will not heal itself. This ability does not enable limbs to be re-attached if removed, but will speed up healing if surgically re-attached.

Active Healing Aura:
Phoebe can charge her healing powers to single people with a touch, or to a group of people within a fifteen foot circle with her at the center. Injuries sustained within a period of two weeks are healed quickly, with sprains, cuts and new trauma in a matter of seconds, major trauma like complex fractures and critical injuries in a matter of minutes. This healing can purify poisons and rid others of diseases contracted within two weeks. Magical maladies can be removed by this aura including magical mind control/mental damage. Amputations can be healed over but not restored, established inuries (missing eyes, etc) old scars and significantly progressed diseases cannot be healed in this fashion, nor can creatures who ordinarily would be injured by holy/light power. Phoebe must be awake and choose to use this power.

Natural Born Talent:
A natural born magic user, Phoebe's powers stem from her connection to The Light, an amorphous 'generally good' energy centered around healing, holiness and purification. Phoebe is currently unaware her powers comes from a holy, magical connection to The Light. She has a natural knack for magic and it use, but at this time she is untrained and still very much raw -- which is why she shines like a beacon if people know how to look.

Passive Healing:
Phoebe has a passive healing aura of fifteen feet with her at the center. This aura speeds healing of individuals around her by half and provides with a general 'feel good' feeling of those unaffected by light/holy magic, but can be uncomfortable for those who are harmed by such magics.

Tricks of the Light:
Phoebe has the ability to generate a focused beam of Light that he can use as a staff or pair of escrima-stick like weapons for a period of Fifteen minutes at a time. The staff, like her focused powers, relies on her physical touch and thus cannot be thrown, and will disappear if she drops it or it is knocked out of her hand. After fifteen minutes, she must let her full power rest (including her accelerated healing) for five minutes, or longer if she has sustained significant injuries. The staff lights up in a brilliant blue-white light and emits sunlight-like light, and can cause damage to any thing that is considered sensitive to thus (i.e. vampires, demons, some varieties of ghost, as consented).

Phoebe is skilled at using aikido for self-defense against one or two attackers. She can defend with joint locks and tosses, or with her staff, dodge blows by ducking or tripping up her opponents, but strives not to cause injury that her passive healing ability would have to focus on. She trains intensely twice a week at a commercial studio in Gotham focusing on self-defense.As a result she is a well-balanced and physically strong girl.

Phoebe is a voracious reader, collects books with an emphasis on history, folklore and legendry and finds comfort in the ideas and fears that unite people across the world. One of the best ways to befriend her is to bring her a book she hasn't come across in English or Japanese about folklore, history or mythology.

Gardening & Bonsai:
Phoebe is a knowledgeable and talented gardener, enjoys houseplants, and is a student of bonsai as a relaxing pastime. Her small back yard is full of medicinal and food plants, she tends her houseplants with skill, and her room is full of bonsai trees, both for display and that she is nursing back to health. She's got a light touch and a green thumb.

Kitchen Magic:
There is a joke among her friends that Phoebe is a kitchen witch, because she always makes the best foods for when you're sick. She's got a collection of medicinal cookbooks to help disguise the fact that her visiting and touch is what's making her friends get better, but she's become a decent cook at traditional foods from around the globe, and grows the majority of the herbs she uses herself.

Other than English, Phoebe speaks Japanese conversationally and knows enough Kanji and kana to translate modern Japanese and English.

Having trained in Aikido for self defense, Phoebe is capable of using a staff in order to defend herself, whether it be an incidental item like a broomstick or an actuall staff she feels comfortable using it to aid in joint locks and tossing her opponents.

Phoebe's alter-ego, Balm, was provided a suit of armor designed by Tim Drake. The armor is made from flexible kevlar weave which can withstand small arms fire and turn knives and blades. The suit consists of a hooded cape and domino, an upper torso and gloves, lower torso, greeves and boots. The domino is equipped with night vision, and the hood with a communication array that is hooked into the Outsiders comm system. She carries a pack with medical supplies, a pair of throwing daggers, flashbangs and smoke bombs.

Home Life:
Phoebe has a stable home life with her adoptive mother, Caroline Beacon, who is supportive of her daughter's helpfulness and schooling. Her home enables her to grow most of her own plants for cooking as well as have a refuge away from others for recovery, which she can usually explain by someone 'having a rough time at home and PLEASE can I keep them?' -- the latter knows limits.

Phoebe has a (very) modest trust fund set up for her from her dad's life insurance.

Always On:
Although she can tamp down and limit her power, The Light is always on, passively healing her and keeping her from getting sick. This results in the general feeling of her being pleasant to be around (unless Light energy or powers cause someone harm, in which case it's an unpleasant feeling), and anyone who can sense magic can sense her, and she registers magically as 'non-human' due to the amount of The Light coming through her -- she is, indeed, a Beacon.

Exhaustive Use:
Phoebe's powers are not limitless, and rapidly healing others or calling on her solid light weaponry will tire her out quickly. She can only keep her solid light weaponry going for fifteen minutes at a time, less if she is recovering from injuries.

Secret Ability:
Phoebe keeps her abilities a secret from everyone, even her mother. Although sure she isn't a mutant, she's not a hundred percent sure what she is -- and that could get her, her mother, or her friends hurt if the Wrong People found out.

Shine: The Montana Homestead February 13th, 2021 The Moonstone Facility, a former religious commune-turned-slave-labor camp and refuge for the illicitly wealthy. The Outsiders and their ally Agent Angelos Tampambulos are on hand to rescue Phoebe Beacon, missing from Gotham City. The magical healer is rescued from her plight, and returned home. Mickey Rodgers and a slew of other minor villainous types are rendered to SHIELD and FBI custody, and Rodgers, loosing the Gotham Gate, will never be in a position to hurt anyone again.

Ship happens. November 7th, 2020 Conner had plans for a relaxing Saturday with Hope at Outsiders HQ which gets ruined when Laura stops in with something to investigate. Phoebe stops by just in time for the gang to head for some sparring.
Shine: Ashy Aftermath October 28th, 2020 Diana Prince (Wonder Woman), Stephanie Brown (Spoiler) and Bart Allen (Impulse) investigate the burnt-out shell of the Beacon household in Gotham, and investigation is interrupted by FINN ADDAMS of the Gotham Gate newspaper -- a rumourmill trying to go legit.

Afterwards, Diana meets up with Phoebe Beacon and provides a little peace of mind for the young healer.

It is now known that Bernie Frank, a known arsonist, was not investigate or charged with the fire in the Narrows in Gotham that killed Phoebe's adoptive father, but he has admitted to the crime, and purposefully went after Caroline Beacon and Phoebe Beacon, the Outsider known as Balm -- and even their dog, Scout!

With Caroline Beacon in the ICU and in isolation, there is now a challenge two ways -- keeping Phoebe from being labeled a homeless teen and lost to the system in Gotham, and finding a way to get her to her mom!

Phoebe Beacon's home is burned in the beginning scene of the plot. That means it can only get better from here, right?
