Phoebe Beacon is an atypical story out of Gotham City. Adopted after being dropped off at a liquor store, she grew up in the shadow of the legends of heroes from Gotham City and beyond, along with her own hero: Charles Beacon, her adoptive father, a firefighter and EMT. After Charles was killed in a fire in The Narrows, the young teenager fought hard to retain the sense of hope and helpfulness that he imparted to her, filling her time with their joint loves of gardening and aikido, running a blog about little acts of goodness -- and on the odd occasion, using her innate connection to the mysterious Light to heal others and even toss the odd bad-doer into a wall. Life in Gotham is strange.

*Early 2004: Born to unknown human parents in or around Gotham City.
*Early 2006: Entered into the Gotham Child & Youth Protective Services network as "Baby Doe". Was left by who was presumably her parents with a liquor store clerk, who promptly called the Gotham Police.
*March 2004: Entry in database renamed "Phoebe Doe".
*June 2006: Fostered by Charles & Caroline Beacon. Charles is an EMT/Firefighter, Caroline is a history teacher at a Gotham middle school.
*June 2008: Official Adoption by the Beacons. Phoebe's name is legally changed to Phoebe Amelia Beacon.
*September 2009: Phoebe starts kindergarten. She can already read, write her name. A boy pulls her hair and she slams his head into the nearest wall. Phoebe and Nate 'Nacho' Smith become best friends once his nose stops bleeding.
*October 2009: Phoebe is enrolled in an Aikido academy here Charles Beacon practices and teaches. She falls in love with the martial art and Eastern philosophy and announces her intent to move to Japan and become a ninja. The Beacons acquire Scout, a dalmatian puppy.
*2014:Phoebe is suspended from school after a fight where she was made fun of for being black with white parents. Was not the first to throw a punch, but did break someone's arm. Phoebe begins taking lessons from her Aikido instructor in the art of Bonsai while on suspension.
*2015: While walking Scout, someone attempts to abduct Phoebe. In the attempt, Scout breaks loose and bites the kidnapper, and chase the kidnapper into traffic where he is hit. The car does not stop. Scout is 'miraculously' unhurt after Phoebe recovers him, though Phoebe is sick for a week afterwards. Phoebe announces her intent to become a police officer within Gotham.
2017: Tragedy in the Narrows. Charles Beacon is killed while attempting to rescue people trapped in an unsafe Narrows apartment building. Phoebe discovers she is able to form small sparks of light between her hands. She throws herself into schoolwork and Aikido and joins several archaeology groups.
*2018:While running errands, Phoebe comes across a gang beating on a down-on-their-luck person. When the gang turns their attention to her, she mostly fends them off, until she's cornered in an alleyway. She manifests her light staff for the first time outside of practicing and knocks most of the gang members out. She finds her touch heals the homeless man, but ends up passing out afterwards, and sleeps for three days.
2019: Phoebe tests negative for the mutant gene after lying about her age and presenting a fake ID. Proceeds to assume it's magical, and researches possible links using publicly available sources. Phoebe discovers she is capable of slowly healing others in a small range around herself passively. She takes several first aid courses and develops a 'medicinal garden' as an excuse to be around others to heal them, even though it wears her out.
*End of 2019:Phoebe successfully is able to hold her light staff for fifteen minutes at a time. Phoebe is capable of healing herself, healing others rapidly of injuries from the last week, and her passive healing range doesn't exhaust her as quickly -- but she finds it's always 'on'. Phoebe begins to become a bit reclusive, but writes in an uplifting blog with pictures she takes around Gotham of 'Little Hopeful Signs'. Photography, gardening and bonsai, Aikido and history take up most of her time.

Phoebe is a naturally curious person. She loves to know about others -- their interests, their abilities, their stories. There's always a comfort in someone wanting to know more about you. Her curiosity has lead her from meeting superheroes and historical figures to meeting magicians and wizards and the terrifying and wonderful. She retains her curiosity, even if she occasionally gets burned by the flame.

Phoebe has been through the wringer more than once in her young life, and has come out the other side determined to be kind. She typically gives others the benefit of the doubt. Described as 'the love-child of Mr. Rogers and Mary Poppins', she never hesitates to help. She is precisely the sort of person who would give up her seat on the bus or subway. This kindness can be a double-edged sword; she has a tendency to push her own needs back for the sake of others, and can suffer from burnout. Her kindness also makes it very easy for others to take advantage of her good nature. She's not afraid to Kill 'em with Kindness, and is the first to donate time or what money or materials she can.

She truly believes that in the face of great adversity, people of different backgrounds can and will unite for the Greater Good -- but that doesn't mean she is all sunshine and roses. As a gardener, she knows that roses have to have thorns, too - and knows that on occasion you need to trim the broken boughs to save the rest of the tree. She is pro-metahuman and believes everyone has a place at the table. Science and technology should be able to coexist with magic (she does love her phone, after all), and can be ruthless when it comes to defending others.

When it comes to protecting her loved ones, Phoebe has a sense of ruthlessness about her. To protect her adoptive mom from the life she was beginning to lead, she emancipated herself to rid of any legal connection. She slowly cut her normal friends out of her life, and has been willing to harm herself in order to protect others, whether it means spellwork that would hurt her to work, or taking a physical bullet and healing herself from the damage. Whether it's one of her Outsiders, one of her friends in The Titans or among the magical community she's become a part of, if it comes down to it, Phoebe will give her all to defend others.

Accelerated Healing:
Thanks to her connection with The Light, Phoebe's injuries heal twice as quickly as normal. She can recover fully from sprains within a few days, cuts and lacerations within a week depending on the depth of the cut, and broken bones knit faster, healing within three weeks instead of four to six. Close proximity to her, especially within range of touch, enables her to share this ability with others, but puts a drain on her ability to heal herself. This ability is always on, and requires her to be living. Unlike other healing factors, once her light is extinguished it cannot be rekindled, and thus should she perish (sudden, severe trauma; bleeding out) her body will not heal itself. Phoebe is capable of regenerating internal organs, but not external limbs.

Active Healing Aura:
Phoebe can charge her healing powers to single people with a touch, or to a group of people within a fifteen foot circle with her at the center. Injuries sustained within a period of two weeks are healed quickly, with sprains, cuts and new trauma in a matter of seconds, major trauma like complex fractures and critical injuries in a matter of minutes. This healing can purify poisons and rid others of diseases contracted within two weeks. Magical maladies can be removed by this aura including magical mind control/mental damage. Amputations can be healed over but not restored, established injuries (missing eyes, etc) old scars and significantly progressed diseases cannot be healed in this fashion. Phoebe must be awake and choose to use this power.

Calling upon magic, Phoebe has learned simple evocations. She can light several candles at once or create a softball-sized fireball, and fill a large mixing bowl with purified, sanctified water. She can also summon a burst of wind from her back to knock person-sized enemies backwards a couple of steps.

Light Shield:
Phoebe is capable of raising a shield to protect herself and anyone behind her. This shield is made of dimly lit light, is see-through and has glyphs encircling it. This shield can last for fifteen seconds at a time.

Magic Circle Shields:
Phoebe is capable of raising a shield to protect herself and anyone behind her. Each shield is made of dimly lit silver-yellow light, is see-through and has glyphs encircling it. These shields have a max area of 35 square feet (One ~10ft circle, two ~5ft circles).

Magically Inclined:
A naturally gifted magic user, Phoebe's main abilities stem from her connection to The Light and Hope, connected to purity, healing and protection. Her natural abilities for healing and purification/exorcism are derivatives to her, and any evocations for fire or water/ice are 'lightened' in a similar fashion (ie her fire evocations are purifying, her water evocations creates holy water, etc). She exudes an aura of hope and calm while her powers are active and unbound. Phoebe is capable of sensing magic around her, and with concentration can narrow it down to the direction and approximately how powerful the magic is (with permission). Phoebe knows a half-dozen 'creature comfort' cantrips for drying wet clothing and hair, dispelling bad smells, and turning a playing card into a simple ID, like a student ID or bus pass.

Passive Healing:
Phoebe has a passive healing aura of fifteen feet with her at the center. This aura speeds healing of individuals around her by half and provides with a general Hopeful feeling of those unaffected by light/holy magic, but can be uncomfortable for those who are harmed by such magics -- those with Astral Vision can see the aura around her as a variety of light 'strings' in an endless weave with her Light at the center.

Primordial Shard:
Phoebe is host to a shard of primordial light, passed down from mother to daughter from the primordial priestess Pemeketh, which strengthens her connection to its magical source and enables her drastic healing magics and other magical abilities.

Tricks of the Light:
Phoebe has the ability to generate a focused beam of Light that he can use as a staff or pair of escrima-stick like weapons. The staff, like her focused powers, relies on her physical touch and thus cannot be thrown, and will disappear if she drops it or it is knocked out of her hand. After about forty-five minutes, she must let her full power rest (including her accelerated healing) for five minutes, or longer if she has sustained significant injuries. The staff lights up in a brilliant blue-white light and emits sunlight-like light, and can cause damage to any thing that is considered sensitive to thus (i.e. vampires, demons, some varieties of ghost, as consented).

If you play the game, you must know the rules. Phoebe is a novice when it comes to warding against and banishing supernatural creatures, and knows a variety of binding and banishing circles thanks to her supernatural education. When combined with her talent for working The Light, she has the potential for either terrific results or horrific accidents. Her wards can be broken by more powerful magi and supernatural creatures, but it might give her the time needed for bigger workings to go on the offense. The one exception is a white ink tattoo on her left wrist that when active hides her aura and blocks magical scrying of her location.

Phoebe is skilled at using aikido for self-defense against one or two attackers. She can defend with joint locks and tosses, or with her staff, dodge blows by ducking or tripping up her opponents, but strives not to cause injury that her passive healing ability would have to focus on. She trains intensely twice a week at a commercial studio in Gotham focusing on self-defense.As a result she is a well-balanced and physically strong girl.

Phoebe is a voracious reader, collects books with an emphasis on history, folklore and legendry and finds comfort in the ideas and fears that unite people across the world. One of the best ways to befriend her is to bring her a book she hasn't come across in English or Japanese about folklore, history or mythology.

Escape Artist:
Through working with the Outsiders and their varied members, Phoebe is familiar with picking locks (including most handcuffs) and wriggling out of bindings. It may take her a significant amount of time depending on the bindings to wriggle out of them, but most handcuffs and most non-electronic locks can be picked.

Gardening & Bonsai:
Phoebe is a knowledgeable and talented gardener, enjoys houseplants, and is a student of bonsai as a relaxing pastime. Her small back yard is full of medicinal and food plants, she tends her houseplants with skill, and her room is full of bonsai trees, both for display and that she is nursing back to health. She's got a light touch and a green thumb.

Kitchen Magic:
There is a joke among her friends that Phoebe is a kitchen witch, because she always makes the best foods for when you're sick. She's got a collection of medicinal cookbooks to help disguise the fact that her visiting and touch is what's making her friends get better, but she's become a decent cook at traditional foods from around the globe, and grows the majority of the herbs she uses herself.

Other than English, Phoebe speaks Japanese conversationally and knows enough Kanji and kana to translate modern Japanese and English. Phoebe is also well versed in the language of Themyscira and can speak and read it with ease.

Phoebe is capable and skilled with driving a light motorcycle around Gotham. She can reliably perform wheelies and slides on the bike. Beats rooftops some nights!

Occult Knowledge:
Having received an intense crash course in Occult Knowledge after involving herself in the business of blue-collar warlocks, necromancers, and Death Gods, Phoebe is quickly becoming experienced in occult knowledge and building her own repository of notes and books beyond what she had in her folklore and mythology collection. If she doesn't directly know, she knows where she can start researching.

Phoebe is a highly accomplished staff user and has trained in the weapon since a young age for practical use as a weapon or to aid in joint locks or tossing her opponents. Phoebe is also trained in throwing knives, tonfa and escrima sticks.

Phoebe has stumbled her way into learning from occultist and exorcist John Constantine. With his permission she has access to occult materials for research purposes, and depending on his mood, help. In exchange John has an errand-runner, barback and someone to occasionally do mundane or research tasks on his behalf.

Phoebe's alter-ego, Balm, was provided a suit of armor designed by Tim Drake. The armor is made from flexible kevlar weave which can withstand small arms fire and turn knives and blades. The suit consists of a hooded cape and domino, an upper torso and gloves, lower torso, greeves and boots. The domino is equipped with night vision, bio-scans keyed towards medical status and can receive information in her HUD with distance calculations and the hood with a communication array that is hooked into the Outsiders comm system. She carries a pack with medical supplies appropriate to a field medic, a pair of throwing daggers, flashbangs and smoke bombs. Balm has also graduated to using high-tensile lines for swinging around places.

Laughing Magician Loft:
A heavily warded apartment in Hell's Kitchen attached to the Laughing Magician bar. Phoebe has access to this protected space at any time and uses it as her occult base of operations, thanks to her apprenticeship to John Constantine.

Phoebe is the Outsiders offically unofficial team medic, but can be called upon by members of the 'good guy' community in the know. The Outsiders had been founded by Tim Drake, and he invited Phoebe to join them after careful vetting. Living in a former theater in Chelsea, Gotham City, Phoebe has access to labs, training facilities and a medical lab that operates as her own base of operations for medical record creation and tending to her teammates.

As an Outsider, Phoebe can call upon her teammates for aid, and since she lives in the Robin's Roost can typically be found there when she is not on patrol or out on a learning excursion or mission.

Phoebe has a small magical tattoo on her left wrist. Removing the tattoo (by removing the skin) halts its effects. The spell on this tattoo requires activation and upkeep.

*A white circle at her wrist; protective in nature. Allows her to block her own aura and hide from scrying except from the one who create the tattoo. This tattoo allows her to be 'summoned' or 'recalled', though the process is difficult on both the caster and Phoebe.

Always On:
Although she can tamp down and limit her power, The Light is always on, passively healing her and keeping her from getting sick. This results in the general feeling of her being pleasant to be around (unless Light energy or powers cause someone harm, in which case it's an unpleasant feeling), and anyone who can sense magic can sense her, and she registers magically as 'non-human' due to the amount of The Light coming through her -- she is, indeed, a Beacon.

By Association:
Phoebe as an occult researcher is a known associate of John Constantine, and when a man makes a lot of enemies in both the physical and beyond there's always a risk of being attached to the Laughing Magician -- if not by mere association, than by becoming entangled in Synchronicity.

As Balm she has been associated at least loosely with the Bats in Gotham, whether it's appearing with Red Robin on scene or occasionally with other members of the Bat Family or in Gotham acting solo.

Exhaustive Use:
Phoebe's powers are not limitless, and rapidly healing others or calling on her solid light weaponry will tire her out quickly. She can only keep her solid light weaponry going for fifteen minutes at a time, less if she is recovering from injuries.

Secret Ability:
Phoebe keeps her abilities a secret from everyone, even her mother. Although sure she isn't a mutant, she's not a hundred percent sure what she is -- and that could get her, her mother, or her friends hurt if the Wrong People found out.

The Debriefing of John Constantine November 17th, 2021 Select members of the Night Brigade move to give Constantine the skinny on what the meat puppet wearing his face had been up to in his absence. Old fences were mended and new fences were dug. All one could hope for given the circumstances.
A Broken Heart: Picking Up Pieces November 17th, 2021 Phoebe and Jubilee take a couple of minutes to try and catch their breath the morning after Phoebe meets Constantine -- the real Constantine -- for the first time. Birthright: Shortcuts are Bad, M'kay October 22nd, 2021 Mairin comes to Chas for a delivery and an bit of information gathering for possible romantic exploits. The interrogation is cut short with the arrival of John and Jon. Phoebe's strength and power is restored. But they're not out of the woods just yet.
Back on the Job October 22nd, 2021 Nettie is again the conversation topic du jour at the Laughing Magician. John was raised in a barn, fed on poptarts and Phoebe gets to listen to a MOST embarrassing conversation with her usual stoic self.
Birthright: No Spoon full of Sugar October 19th, 2021 Using the vial of materials from Papa Midnite, the Essence of the last person to have been killed by the dark poison, John Constantine removes Phoebe from the 'timeless' House of Mystery, and brings her home to the Laughing Magician. After pulling the dark magic out of his adoptive daughter, the two sit and talk a little about broken noses and old injuries. John is reluctant to involve Phoebe further in fighting her cousin Leksandria, but gifts her just a little bauble. He pleads with whoever will listen that she doesn't get caught in his wake.
Gotham Fireman's Ball October 16th, 2021 -Nothing bad could ever happen at a Gotham Gala.

Interrupting the Fireman's Gala in which orphans were supposed to recognize their passed parents, many of Gotham's Heroes are forced to contend with creatures constructed of former Gotham Gate editor-and-owner, Mickey Rogers. In the fighting, Phoebe Beacon(-Constantine-Chandler) is injured, and her powers are failing to heal. After being stabilized by Tim Drake for her initial injury, and John Constantine for all other maladies and protections physicial, spiritual and magical, under the supervision of one Dr. Jonathan Sims (AKA ThothDad). Cassie Sandsmarkelectrocutes a giant undead scorpion. The Beef Canape doesn't make it.

John Constantine leads Zatanna Zatara, Jon Sims and Moon Knight into an investigation to try to find the last person Leksandria, the Necromancer better known as ASENATH or THE LADY IN RED (or in John's opinion 'dead woman, that bitch'). John crosses paths with Paisi again, and Zatanna, Jon and Moon Knight get to make acquaintences with the ghost of Phoebe Beacon's mother. They see the condition of the souls left trapped in the web around the village.

There is blood in the water now, and it's a matter of time until John claims a red coat for his adoptive daughter's suffering.

Birthright: Dead Man's Party October 5th, 2021 John Constantine uses a Hand of Fate on a corpse sent to destroy him. Phoebe's past is revealed to her through the words of a long-dead relative. Lydia sends his soul to the afterlife, and Moon Knight now wants in on the action, as the Avatar of Khonshu, to ensure the girl's survival.

Come for Phoebe screaming in fuzzy slippers over a mummy in the icebox, stay for Chas threatening John with a fire extinguisher.

Fallout September 26th, 2021 When Phoebe is taken to Thompkin's Clinic to recover and keep her identity out of the news as well as provide a discreet meeting place, things get less than discrete. John Brings in an Expert to contend with the black magic. Tim stands up for the people in recovery, Lydia agrees to take point on the Thinnings for a short while. Jubilee finds out the finer points of teenage adoption after bringing the right/wrong balloons.

Next stop: The boarder of Egypt and Sudan, Village in the Reeds... to find the last person who was killed by this curse embedded now in Phoebe Beacon's shoulder.

When Asenath, the Necromancer after Phoebe, begins to syphon off the lifeforce of the missing and present, John sends her a two-word message that rhymes with Duck Moo, Zatanna and Lydia contain and strike security, Leonardo and Donatello keep up a peremeter for the safety of the population. Tim and Phoebe realize the 'Priest' has the entirely wrong skeletal make-up -- what would prompt an Oxford team to incorrectly identify the remains?

Shine: The Montana Homestead February 13th, 2021 The Moonstone Facility, a former religious commune-turned-slave-labor camp and refuge for the illicitly wealthy. The Outsiders and their ally Agent Angelos Tampambulos are on hand to rescue Phoebe Beacon, missing from Gotham City. The magical healer is rescued from her plight, and returned home. Mickey Rodgers and a slew of other minor villainous types are rendered to SHIELD and FBI custody, and Rodgers, loosing the Gotham Gate, will never be in a position to hurt anyone again.

Shine: Ashy Aftermath October 28th, 2020 Diana Prince (Wonder Woman), Stephanie Brown (Spoiler) and Bart Allen (Impulse) investigate the burnt-out shell of the Beacon household in Gotham, and investigation is interrupted by FINN ADDAMS of the Gotham Gate newspaper -- a rumourmill trying to go legit.

Afterwards, Diana meets up with Phoebe Beacon and provides a little peace of mind for the young healer.

It is now known that Bernie Frank, a known arsonist, was not investigate or charged with the fire in the Narrows in Gotham that killed Phoebe's adoptive father, but he has admitted to the crime, and purposefully went after Caroline Beacon and Phoebe Beacon, the Outsider known as Balm -- and even their dog, Scout!

With Caroline Beacon in the ICU and in isolation, there is now a challenge two ways -- keeping Phoebe from being labeled a homeless teen and lost to the system in Gotham, and finding a way to get her to her mom!
